Care Services Agency (HCSA) hosts the County’s Social Health Information Exchange that brings together data feeds from multiple sectors so medical, behavioral, and social providers can efficiently share information and collaborate to address all of a consumer’s needs. This technical infrastructure powers a number of applications including the Community Health Record, data exchange services with key partners, CalAIM billing support, and analytics that leverage cross-sector matched data. Those analytics inform program planning for HCSA and its partners, as well as program evaluation opportunities. This role leads the programmatic vision and business development side of the analytics work.
Under general supervision of the Strategic Program Data Specialist (Supervising Program Specialist), the Integrated Program Analytics Specialist (Program Specialist) provides program expertise to develop, direct, and manage the analytics requests coming to the Social Health Information Exchange (SHIE) analytics unit from a variety of internal and external partners. This role requires high relationship systems intelligence (RSI), technical acumen, and an understanding and enthusiasm for how program planning and evaluation can be made more powerful when informed by curated health and social data. The Integrated Program Analytics Specialist is a business developer, thought partner, problem solver, data visualization designer, and translator between programmatic data requestors and the SHIE technical team to draw out the power of analytics of integrated cross-sector data. This role is focused on the use of SHIE data for analytics purposes, including providing proactive recommendations and coaching to data requestors on how to most effectively represent data and how to leverage the unique opportunity to incorporate cross-sector integrated SHIE data to promote deeper insight and understanding.

Education: The equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, a social science or a field related to the program area to which assigned. (Additional experience as outlined below may be substituted for the education on a year-for-year basis.); AND,
Experience: The equivalent to three years of full-time professional-level or supervisory work in the direct delivery of services to clients or the oversight of such services in the program area to which assigned, one year of which must have included program planning and evaluation, or in program administration, contract negotiations, grants management and similar financial services.
Substitution: Possession of a Master’s degree in business, public administration, social science or a related field to the program area to which assigned from an accredited college or university, may be substituted for two years of the required experience.
Additional Requirements (Quality Improvement Specialty): One year of experience using quality improvement, quality assurance, or quality management methods to improve healthcare outcomes or program processes.
