Care Services Agency (HCSA) hosts the County’s Social Health Information Exchange that brings together data feeds from multiple sectors so medical, behavioral, and social providers can efficiently share information and collaborate to address all of a consumer’s needs. This technical infrastructure powers a number of applications including the Community Health Record, data exchange services with key partners, CalAIM billing support, and analytics that leverage cross-sector matched data. Those analytics inform program planning for HCSA and its partners, as well as program evaluation opportunities. This role leads the programmatic vision and business development side of the analytics work.

Under general supervision of the HCSA Social Health Information Exchange (SHIE) Director, the Strategic Program Data Specialist (Supervising Program Specialist) provides program expertise to develop, direct, prioritize and manage the interconnected program priorities for the SHIE. The SHIE is a data infrastructure that receives data feeds from cross-sector partner organizations, holds that data securely, matches client records accurately across sector lines, and provides that data for use in several applications including population-level analytic reports and many applications, including a consumer-level Community Health Record.
Strategic Program Data Specialist is a thought partner, problem solver, team leader, project manager, subject matter expert in what is possible to produce via the data and functionality of the SHIE, and translator between technical and program leadership to strategically prioritize and shepherd SHIE refinement and further development. This role leads a team of strategic program specialists focused on specific outputs of the SHIE: integrated data analytics, the Community Health Record, and billing functions to link community-based organizations and Managed Care Plans. This role knits together the strategic interplay between these tools and the business development opportunities that connect to multiple offerings. This role shepherds program strategy priorities through program refinement, compliance vetting, and technical feasibility via project management expertise to realize new value-add functions of the system.
This role requires an understanding of the health and social provider and data landscape, and the importance of the interplay between technical and program capabilities necessary to draw value out of that data for the communities HCSA serves. This role must skillfully translate technical information to program staff and ensure that technical staff understand program needs and intentions. This includes technical acumen, effective people skills, excellent project management abilities, and a strong understanding of the programmatic use cases of cross-sector data exchange to promote improvements in health and social care.

Education: The equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, a social science or a field related to the program area to which assigned. (Additional experience in providing direct services to clients or in program planning and evaluation may be substituted for the education on a year-for-year basis.); AND,
Experience: The equivalent to two years of full-time professional level work with independently planning and evaluating client service delivery programs at a level equivalent to or higher than Program Specialist or Program/Financial Specialist; AND,
Additional Requirements (Quality Improvement Specialty designation):
One year of experience using quality improvement, quality assurance, or quality management methods to improve healthcare outcomes or program processes.
