About the Role

The Procurement Contract Manager - Capital Projects (Pre-Award) will be part of the first dedicated procurement function for capital projects and will be responsible for developing and executing a sourcing strategy and procuring goods and services that support complex, high-value infrastructure initiatives. This role requires expertise in developing and executing alternative delivery methods such as EPC, PDB, DB, and CMAR, as well as project procurement management. Also, the role collaborates closely with cross-functional partners, such as project managers, construction managers, risk management, engineering, legal, sourcing, and others. We work with internal clients and suppliers, managing more than $12 billion in annual company spend to deliver total-value solutions for goods and services. The department provides the following services to internal clients: procurement of goods and services, strategic sourcing and cost savings, category management, supplier relationship management, execution and outreach, compliance management, ongoing procurement field support, and management of the source-to-pay cycle.

What You Will Be Doing

  • Act as a subject matter expert regarding all contracting matters, providing direction and strategy recommendations.
  • For assigned projects, be a SPOC for procurement from project initiation through completion.
  • Develop project procurement plans.
  • Follow the seven-step sourcing process.
  • Support the development project procurement work process.
  • Manages more complex contracts and change order terms, including, but not limited to, interpretation of contract terms and mitigation of risks, working with key stakeholders.
  • Develops complex scorecards to assess contract performance.
  • Independently facilitates vendor performance discussions.
  • Negotiates major dispute settlement with internal stakeholders and vendors.
  • Creates new and innovative approaches, tools, and tactics to solve complex problems.
  • Leads cross-functional projects or process improvement initiatives.
  • Trains stakeholders on policy and complex contract issues.
  • Provides quality assurance (QA) and quality control (QC) oversight for the contract performance team.
  • Develops contract audit plan.

What is Needed for this Role

  • Bachelor's degree in Business, Supply Chain, Engineering, Construction Management, or related field; or equivalent experience.
  • 9+ years of experience managing and executing contracts for major heavy civil, pipeline, or industrial construction projects.
  • Project experience ranging from $250 million to $1 billion+, including new builds, renovations, civil works, and major structural upgrades.
  • Proven success developing and executing complex contracting strategies (EPC, CMAR, DB/PDB, GMP).
  • Extensive hands-on experience with contract composition, administration, negotiation, change orders, and claims prevention/resolution.
  • Strong knowledge of construction project controls, cost estimating, scheduling, and budgeting across Capital, O&M, and Labor.
  • Quality assurance/control of contract documents and deliverables.
  • Skilled in stakeholder management, customer service, and constructive conflict resolution (win-win approach).
  • Strategic thinker with forward-looking, results-oriented planning and balanced focus on quality and throughput.
  • Ability to develop category strategies and structured sourcing plans (e.g., AOP 7-step).
  • Expertise in business analysis, project management methodologies, and best practices.
  • Effective written and verbal communication, adapting messages to diverse audiences.
  • Strong analytical, critical, and technical thinking skills for solving complex problems.
  • Ability to develop reports, models, and simulations for decision support.
  • Demonstrated ability to prioritize workload independently in alignment with department goals.
  • Advanced proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and contract systems (e.g., SRM, Ariba, SAP, scheduling software).

Preferred Skills

  • Master's degree in Construction Management or related discipline.
  • Certification such as one of the following or related:

Project Management Professional (PMP)

Program Management Professional (PgMP)

Certified Cost Engineer (CCE) certificate

  • Lean Six Sigma certification, yellow belt
  • Knowledge and understanding of federal, state, regulatory, and local laws, ordinances, regulations, agencies, and issues impacting (past, present, and future) gas or electric operations within the utility industry.
