Procurement Contracts Manager – Capital Projects (Pre or Post Award)

About These Roles


These roles sit within the first dedicated procurement function for capital projects and are responsible for end-to-end contract lifecycle management across complex, high-value infrastructure initiatives—from strategic sourcing and contract formation (pre-award) through execution, performance management, and closeout (post-award).

The Contracts Manager (Pre- or Post-Award) will lead the development and execution of innovative contracting strategies (EPC, CMAR, DB/PDB, GMP) and ensure contractual integrity, supplier performance, andrisk mitigation across major capital programs. These individuals serve as a single point of accountability for procurement and contract management throughout the project lifecycle, partnering closely with Project Management, Engineering, Construction, Legal, Risk, and Finance. We support over $12B in annual spend and deliver value through strategic sourcing, supplier governance, contract compliance, and full source-to-pay lifecycle management.


Responsibilities


Pre-Award (Strategy, Sourcing & Contract Formation)

  • Act as a subject matter expert (SME) for complex contracting strategies across major capital projects
  • Develop and execute project-specific procurement and contracting plans
  • Lead sourcing events utilizing structured methodologies (e.g., 7-step sourcing process)
  • Design and implement alternative delivery models (EPC, CMAR, DB/PDB, GMP)
  • Partner with stakeholders (Engineering, PMO, Legal, Risk) to align commercial and technical requirements
  • Lead contract drafting, negotiation, and execution for large-scale construction and infrastructure agreements
  • Develop contracting frameworks, playbooks, and sourcing strategies
  • Provide risk identification and mitigation strategies during contract formation


OR


Post-Award (Execution, Performance & Governance)

  • Serve as primary contract owner post-award across multiple major capital projects
  • Manage change orders, amendments, claims, renewals, and contract closeouts
  • Ensure alignment of execution with contract terms, cost controls, schedules, and KPIs
  • Monitor and manage supplier performance, compliance, and safety requirements
  • Lead vendor performance reviews and dispute resolution efforts
  • Oversee contract compliance, audit readiness, QA/QC, and documentation integrity
  • Act as the primary liaison between internal stakeholders, suppliers, and Legal
  • Ensure consistent application of contract management processes and governance standards


BOTH


Leadership, Strategy & Continuous Improvement

  • Lead complex cross-functional initiatives and process improvement efforts
  • Advise senior leadership on contracting strategy, risk, and negotiations
  • Develop and implement contract management best practices, tools, and frameworks
  • Build and deliver training programs for stakeholders and contract management teams
  • Mentor and guide junior contract professionals
  • Drive process standardization, efficiency, and scalability across procurement operations
  • Develop contract audit plans, performance scorecards, and reporting models


Qualifications


  • Bachelor's degree in Business, Supply Chain, Engineering, Construction Management, or related field (or equivalent experience)
  • 9+ years of experience managing contracts across major capital projects (heavy civil, utilities, pipeline, industrial construction)
  • Demonstrated experience across either pre-award (sourcing/negotiation) or post-award (administration/performance) phases
  • Proven expertise with complex contracting strategies (EPC, CMAR, DB, PDB, GMP)


Required Skills


Strong experience in:

  • Contract drafting, negotiation, and administration
  • Change order and claims management
  • Supplier performance and relationship management
  • Risk mitigation and dispute resolution

Deep understanding of:

  • Construction project controls (cost, schedule, estimating, budgeting)
  • Capital project delivery models and lifecycle management
  • Experience working within utilities, infrastructure, or large-scale capital environments
  • Ability to operate as a single point of ownership across the contract lifecycle
  • Strong stakeholder management skills across executive and operational levels
  • Advanced analytical and problem-solving capabilities
  • Proficiency with contract systems and tools (e.g., SAP, Ariba, SRM, scheduling tools, Excel modeling)


Preferred Skills


  • Master's degree in Construction Management or related discipline
  • Certifications such as:

PMP (Project Management Professional)

PgMP (Program Management Professional)

CCE (Certified Cost Engineer)

Lean Six Sigma (Green/Black Belt preferred)

  • Knowledge of the U.S. utility regulatory environment and contracting practices
  • Experience developing contract governance frameworks at scale
