Position Summary:

The Document Quality Manager is responsible for overseeing the quality control and quality assurance of as-built documentation and closeout deliverables for construction of utility infrastructure projects. This role ensures all documentation accurately reflects final project conditions, meets contractual requirements, and complies with company and client processes and standards. The manager leads a team of Document Quality specialists and coordinates closely with project management, clients, and field teams to ensure timely and accurate project closeout, including electronic filing and records management within company systems.

Roles & Responsibilities:

As-Built Documentation Review

  • Lead the comprehensive review of as-built drawings, redlines, and supporting documentation to ensure accuracy and alignment with final installed conditions.
  • Verify completeness and consistency across engineering drawings, specifications, and field documentation.
  • Ensure updates from field changes, RFIs, change orders, and design revisions are properly incorporated into final as-built records.
  • Identify discrepancies or missing information and coordinate with engineering, field teams, or subcontractors to resolve issues.
  • Promote and foster continuous process improvement to meet or exceed internal and external quality targets

Closeout Documentation & Data Analysis

  • Manage the collection, review, and validation of project data shared by the client.
  • Analyze close-out-phase documentation to identify gaps, trends, and compliance issues prior to final project handover.
  • Ensure all documentation meets contractual requirements, regulatory standards, and internal quality procedures.
  • Prepare final closeout documentation packages for client submission.
  • Act as liaison between client and field team. Able to communicate with field workers as well as upper-level managers

Governance, Quality Assurance & Process Management

  • Develop and maintain documentation review procedures, checklists, and quality standards for as-built and closeout documentation.
  • Implement quality control workflows to improve efficiency and accuracy.
  • Conduct internal quality audits of documentation prior to client delivery.
  • Track documentation status, completeness metrics, and closeout readiness.
  • Oversee electronic documentation management in compliance with retention policies.
  • Facilitate and ensure alignment between internal vs external quality control standards in a dynamic working environment.

Team Leadership

  • Oversee hiring, onboarding and retention of Document Quality Specialists; set team goals, development goals, performance management and conduct performance reviews.
  • Supervise, mentor, and coordinate the work of a team of four document control specialists.
  • Assign review tasks, monitor progress, and ensure deadlines for project closeout milestones are met.
  • Provide training on documentation standards, systems, and quality procedures.
  • Foster a collaborative and detail-oriented team environment.
  • Collaborate closely with internal field leadership to resolve documentation issues, report outcomes, identify solutions and drive increased collaboration across groups.

Coordination & Communication

  • Collaborate with project managers, project coordinators, construction teams, and subcontractors to obtain required documentation.
  • Serve as functional owner for electronic document filing systems; folder structure configuration, workflows, and retention schedules to ensure documents remain organized, searchable and compliant throughout project life cycle.
  • Provide status updates and reporting to project leadership regarding documentation readiness and risks.

Qualifications

Minimum:

  • Bachelor's degree in engineering, Construction Management, Business Administration, or a related field (or equivalent experience).
  • 5+ years of experience in document control, project closeout, or quality assurance within construction, engineering, or infrastructure projects.
  • Experience reviewing as-built drawings and closeout documentation packages.
  • Demonstrated experience supervising or leading a documentation team.
  • Strong analytical skills for reviewing large documentation sets and identifying discrepancies.

Desired:

  • Experience with construction closeout processes for large-scale infrastructure or capital projects.
  • Familiarity with utility industry documentation standards and regulatory requirements.
  • Experience with digital document control systems (e.g., Monday.com, SharePoint, or similar platforms).
