Responsible for overseeing and managing all aspects of MARAD vessels while in port and during dry-dock periods. Provides leadership and direction to shipyard teams and repair vendors involved in maintenance and repair activities. Supervises the installation, maintenance, and repair of marine propulsion systems, power plants, HVAC systems, and various mechanical and electrical components across vessels and marine facilities.

Key Duties and Responsibilities:

• Direct the daily technical and navigational operations of assigned vessels, serving as the primary authority for port and dry-dock activities. Lead maintenance and repair efforts by coordinating with Vessel Maintenance Supervisors and crew.
• Develop annual operating budgets and long-term financial plans for vessels, submitting them to senior leadership for review and approval.
• Work closely with the Captain and First Officer to coordinate cargo operations. Make final determinations on mechanical issues in collaboration with the Chief Engineer. Oversee spare parts procurement, vendor negotiations, and purchasing processes.
• Communicate vessel status updates with department managers, including operational and personnel matters.
• Ensure vessels are maintained in optimal condition to support rapid activation and operational readiness aligned with national defense requirements.
• Manage vessel activation processes within contractual timelines, including repairs, staffing, and provisioning. Determine readiness for sea trials.
• Monitor and evaluate equipment performance during testing and sea trials, addressing and resolving any identified deficiencies.
• Conduct routine oversight of vessel engineering performance and condition.
• Prepare specifications for repairs, activation, and deactivation, and approve maintenance work carried out during voyages.
• Maintain accurate records of inspections, surveys, and certifications required by regulatory agencies and classification societies, ensuring compliance at all times.
• Coordinate with regulatory bodies such as the USCG to ensure all certification and compliance requirements are met.
• Maintain and update systems such as NSE as required.
• Oversee repairs of key equipment, including engines, boilers, turbines, electrical systems, and piping.
• Coordinate proper lay-up procedures for critical systems in collaboration with government surveyors.
• Prepare detailed inspection reports and recommend necessary repair actions.
• Track and ensure completion of outstanding repair items.
• Maintain records of vessel performance and associated costs, submitting reports as needed.
• Ensure appropriate ship security measures are in place.
• Conduct annual performance reviews for senior vessel personnel.

Additional Responsibilities:

• Support company objectives by assisting with various operational needs as required.
• Perform other duties as assigned.
• Comply with the Integrated Management System covering quality, environmental, and safety standards.

Qualifications and Skills:

• Strong attention to detail and accuracy in data handling.
• Experience with ABS NS-E or NS-5 systems is highly desirable.
• Advanced proficiency in Microsoft Office and SharePoint.
• Excellent organizational and multitasking abilities, with the capacity to meet tight deadlines.
• Ability to work independently with minimal supervision.
• In-depth understanding of ship systems, technical documentation, repair processes, cost analysis, and reporting.
• Must be eligible for or possess a Department of Defense "Secret" security clearance.

Education and Experience:

Bachelor's degree in Marine Engineering from an accredited maritime academy or university, along with at least three years of experience as a Port Engineer for large ocean-going vessels; or five years of experience as a Chief Engineer or First Assistant Engineer at sea; or five years of progressively responsible ship repair experience; or an equivalent combination of education and experience. An engineering license is preferred.
