Budget Analyst

The incumbent provides financial advice and performs financial assistance work for VANCHCS's sites. Performs budget work in support of all phases of budget administration. Performs budget formulation duties involved in the process of preparing analysis and estimates of funding needs. Provides regulatory guidance to management at VANCHCS.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

  • Performs budget formulation, execution, and analysis, as well as working closely with operating officials advising them regarding their budget responsibilities to ensure complete understanding and compliance with basic requirements.
  • Coordinates with the primary Budget Analyst in preparing annual budget formulation documents and ensuring all reconciliations are made as to workload data, etc.
  • Assists the Chief Business Officer with drafting analytical briefings and reports for senior staff to use in the decision-making process, based on a wide variety of special studies, including cost/benefit and program analyses, and procedural reviews. Gather data from diverse sources to use in preparing reports and evaluating current program and proposals for future program activities.
  • Continually monitors control point expenditures in relation to planned levels. Identifies potential problem variances and reports to appropriate management officials.
  • Performs various analysis monthly and quarterly, making recommendations for adjustments to control point officials to assist them in meeting their budgetary assignments and accommodating future needs.
  • Uses oral and written communication skills in presentation of budgetary information/ strategies to Management Officials.
  • Enters budgetary data into a variety of forms, schedules, and reports for the budget at VANCHCS.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
