We are seeking an experienced and highly motivated Project Controls Manager to support our growing team in a hybrid role. In this leadership position, you will be responsible for overseeing the planning, monitoring, and control of complex projects, ensuring successful delivery on time, within scope, and within budget.

The Project Controls Manager will lead the development and implementation of robust project controls systems across large, capital infrastructure and construction projects, including cost management, scheduling, forecasting, financial reporting, and risk management. This role works closely with project managers, engineers, and senior leadership while providing oversight, guidance, and mentorship to project controls staff. The ideal candidate will bring strong analytical capabilities, leadership experience, and the ability to drive project performance through data-driven decision-making.

Key Responsibilities

Project Planning and Scheduling

  • Lead the development, implementation, and maintenance of integrated project schedules for large, complex capital infrastructure projects.
  • Ensure project schedules are fully aligned with scope, procurement, engineering, and construction plans.
  • Oversee schedule performance, monitor milestones and critical path activities, and implement corrective actions when necessary.
  • Provide schedule analysis, forecasting, and strategic recommendations to project leadership.

Cost Management

  • Oversee project budgets, cost tracking, and financial performance across the full project lifecycle.
  • Lead cost forecasting efforts and provide visibility into potential cost risks, trends, and variances.
  • Review and validate cost reports, including earned value analysis, cost variance analysis, and financial forecasts.
  • Partner with project leadership to implement cost control strategies and improve financial performance.

Risk Management

  • Lead the identification and evaluation of project risks related to cost, schedule, and scope.
  • Facilitate the development and implementation of risk mitigation strategies.
  • Monitor risk exposure throughout the project lifecycle and ensure proactive mitigation measures are implemented.

Data Analysis & Reporting

  • Oversee the collection, analysis, and interpretation of project performance data.
  • Develop and deliver executive-level project performance reports and dashboards for senior leadership and stakeholders.
  • Identify trends, key performance indicators, and improvement opportunities across projects.
  • Provide strategic recommendations to enhance project efficiency and controls processes.

Change Control and Documentation

  • Establish and manage formal change control processes for scope, schedule, and budget adjustments.
  • Ensure all changes are properly documented, evaluated, and approved in accordance with project governance standards.
  • Maintain strong documentation and reporting practices to support project transparency and accountability.

Leadership, Collaboration & Communication

  • Provide leadership and oversight to project controls personnel, including mentoring and guidance to analysts and schedulers.
  • Collaborate with cross-functional teams including engineering, procurement, construction, and project management to ensure alignment and successful project delivery.
  • Serve as a key advisor to project managers and senior leadership on project performance and risk exposure.
  • Lead project controls presentations for executive reviews, governance meetings, and stakeholder updates.

Requirements

  • Bachelor's degree in Engineering, Construction Management, or a related field.
  • 8+ years of experience in project controls, project management, or a similar role supporting large-scale capital construction projects across infrastructure, utilities, or related industries.
  • Demonstrated experience supporting large-scale capital infrastructure projects.
  • Strong expertise with Primavera P6 for scheduling, planning, and managing complex projects is required.
  • Advanced proficiency with cost management and financial tools such as Excel, SAP, or similar systems.
  • Proven ability to lead project controls functions, manage multiple priorities, and communicate effectively with senior stakeholders.
