Under general direction, performs professional planning activities for agency projects and programs, including transit, shuttle, pathway, and capital projects; prepares technical, statistical, and analytical duties involving transit operations and provides professional and technical support in planning studies and projects; prepares a variety of documents and reports for compliance with federal, state, and local environmental and planning laws and regulations; prepares planning documents and survey analysis reports; and performs related work as required.

CLASS CHARACTERISTICS

This is the mid-level classification in the professional Planner series. This class is distinguished from the Assistant Planner by the assignment of a higher level of responsibility for planning projects. As experience is gained, assignments become more varied, complex, and difficult; general supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work more independently.

Ø Compiles, analyzes, produces, and coordinates statistical data and reports related to the development, implementation, and operation of District transportation and related projects.

Ø Conducts a variety of research and planning efforts for the District's rail, pathway, and shuttle services.

Ø Prepares statistical tabulations, computations, charts, and graphs to illustrate planning studies.

Ø Administers Geospatial Information Systems (GIS) and General Transit Feed Specification (GTFS).

Ø Assists in managing multiple current and long-range planning projects, general and strategic plan updates, programs, grant applications, and capital projects.

Ø Creates spreadsheets and models related to user trends, system performance, and financial information.

Ø Develops presentations, reports, and studies regarding improvement, expansion, and compliance.

Ø Participates in formulation of business plan updates, capital budget, grant applications, new programs, and special projects.

Ø Prepares maps related to the development, implementation and operation of rail transit, shuttle, and pathway projects; assists other departments with Geospatial Information Systems (GIS) requests.

Ø Reports transit service and asset management information into appropriate system. Prepares monthly and annual National Transit Database (NTD) reports.

Ø Develops and maintains a variety of complex files, records, and databases pertinent to assigned planning and/or project activities and runs scheduled and ad hoc reports.

Ø Represents the agency in inter-jurisdictional and community meetings.

Ø Adheres to all required safety procedures and programs.

Ø Performs related duties as assigned.

Requirements

Knowledge of:

Ø Principles, concepts, and practices of urban and regional planning.

Ø Principles and practices of qualitative and quantitative research and data collection, including demographic, economic, and transit service data.

Ø Transportation and land use, including environmental, economic, and social implications involved in transportation planning and transit-oriented development.

Ø Transit data reporting requirements to local, state and federal agencies.

Ø Organizational relationships for transit funding and planning in the District's geographical region.

Ø Geospatial Information Systems' (GIS) methods, applications, and uses.

Ø Techniques for gathering, evaluating, and transmitting information, including effective writing and graphic techniques.

Ø Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.

Ø The structure and content of the English language, including the meaning and spelling of words, rules of composition and grammar.

Ø Modern equipment and communication tools used for business functions and program, project and task coordination, including computers and software programs relevant to work performed.

Ability to:

Ø Read, comprehend, interpret, and apply laws, ordinances, codes, policies and regulations in the preparation of written reports and in oral communications.

Ø Read planning design, grading, transit, and construction-related plans.

Ø Perform mathematical calculations and basic statistical analysis.

Ø Conduct various types of research involving both office and field work.

Ø Prepare comprehensive reports, maps, and studies.

Ø Design graphics/maps using computer/drawing software.

Ø Conduct research projects, evaluate alternatives, and make sound recommendations.

Ø Collect, organize and analyze technical and statistical information and present in narrative, graphic and summary formats.

Ø Establish and maintain a variety of filing, record-keeping, and tracking systems; read, interpret, and record data.

Ø Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.

Ø Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.

Ø Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.

Ø Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

Ø Equivalent to a bachelor's or master's degree from an accredited college or university with major coursework in urban planning, public administration, geography, or a related field.

Experience:

Three (3) years of professional experience in transportation planning or a related field.

Licenses and Certifications:

Ø Possession of, and ability to maintain, California Class C driver's license.
