Founded in 1974, Swords to Plowshares is a community-based not-for-profit organization that provides counseling and case management, employment and training, housing, and legal assistance to veterans in the San Francisco Bay Area. Location: Edwin M. Lee Apartments, 1150 3rd Street, 94158

Schedule: Can choose from the following permanent schedule:

MondayFriday: 7:00 a.m. 3:00 p.m. 8:00 a.m. 4:00 p.m. 9:00 a.m. 5:00 p.m. 10:00 a.m. 6:00 p.m.

Position includes responding to after-hour emergencies.

Reporting Type: In-person

Employment Type: Non-exempt, Full-time

Salary Range: $30.75 - $32.25 per hour

Summary: The Assistant Property Manager supports the daily operations of a non-Lihtc permanent supportive housing community serving veterans. This position plays a key role in maintaining building safety, front-desk operations, documentation, and resident engagement while supporting housing stability through a Housing First and trauma-informed approach.

The Assistant Property Manager works closely with the Property Manager and serves as the primary point of operational support in the Property Manager's absence. This role requires frequent interaction with residents, staff, vendors, and partner agencies and includes supervision of Program Monitors.

Responsibilities

Property Operations & Administration

Maintain accurate and up-to-date resident files, waiting lists, and transfer lists in accordance with agency requirements.

Update and manage visitor/guest logs, front-desk forms, and Fire Control Center (Fcc) documentation.

Assist with housing applications, move-ins, move-outs, and internal transfers.

Support rent collection activities, including processing payments and assisting with bank deposits.

Assist with recertification processes and required documentation.

Create, track, and close maintenance work orders; maintain digital maintenance logs.

Draft and distribute notices, letters, memos, and postings to residents and staff.

Support the preparation of monthly, quarterly, and annual reports.

Maintain cleanliness and orderliness of the lobby, front entrance, and shared spaces.

Escort and host vendors, inspectors, regulatory agencies, leadership, and other visitors.

Conduct unit inspections (annual, move-in, move-out, health and safety, and informal inspections.

Position may be required to provide operational coverage, support, or temporary assignments at other Swords to Plowshares housing sites based on organizational needs, staffing coverage, or emergency situations.

Resident Relations & Supportive Housing Operations

Orient new residents to the building, lease terms, house rules, and community expectations.

Respond to resident requests, concerns, and conflicts using trauma-informed and de-escalation techniques.

Support the Property Manager in enforcing house rules and lease provisions fairly and consistently.

Assist residents with physical accessibility needs and facilitate reasonable modification requests.

Respond to reasonable accommodation requests in compliance with Fair Housing and ADA requirements.

Support community meetings, coordination meetings, staff huddles, and resident engagement activities.

Provide on-site response to building emergencies as directed.

Supervisory Responsibilities

The Assistant Property Manager directly supervises Program Monitors and supports consistent front-desk and building coverage.

Supervisory duties include:

Providing daily guidance and oversight to Program Monitors.

Reviewing desk logs, incident reports, and shift documentation for accuracy and completeness.

Training Program Monitors on safety procedures, emergency response, professionalism, and communication standards.

Assisting with scheduling, time-off coordination, and coverage planning.

Addressing performance, attendance, or conduct concerns in coordination with the Property Manager.

Reinforcing a respectful, veteran-centered, and trauma-informed approach to resident interactions.

Experience & Skills

Strong interpersonal skills with a calm, professional, and service-oriented demeanor.

Ability to communicate clearly in both written and verbal formats.

Demonstrated ability to work effectively with individuals from diverse backgrounds.

Ability to exercise sound judgment and work independently in a fast-paced environment.

Comfort working in high-stress or emergency situations.

Proficiency with Microsoft Word, Excel, Outlook, and property management systems.

Prior experience in supportive housing, affordable housing, front-desk, security, or reception roles preferred.

Ability to effectively communicate in English with staff, clients, and external partners and stakeholders.

Commitment to cultural humility and veteran-centered service delivery.

Education & Certifications

Lihtc certification (e.g., Tcs, Cos, or equivalent) strongly preferred or required within a designated timeframe.

Knowledge of Fair Housing, reasonable accommodations, and tenant-landlord law.

Translatable military experience may substitute for civilian experience.

Physical Requirements

Ability to move throughout the building, including stairs.

Ability to sit for extended periods.

Ability to lift up to 50 pounds.

Ability to respond effectively during emergencies and high-stress situations.

Ability to travel within San Francisco as required
