Program Quality Manager
Location: Oakland, CA (Hybrid preferred)
Duration: 1 year + extensions
Rate: $100 – 120 w2
This Oakland-based opportunity sits within the Journey Experience (JX) organization and focuses on building and managing an operating model that drives consistency, governance, and visibility across teams. This is a contract role centered on organizational structure and program-level execution rather than technology delivery or product ownership.

Required Skills & Experience
· 7+ years of experience in program management, operations, or organizational leadership
· Proven experience building operating models, governance frameworks, or organizational processes from scratch
· Experience working across multiple teams without direct authority
· Strong facilitation and consensus-building skills
· Experience in cross-functional coordination
· Program-level governance and reporting experience
· Ability to translate organizational strategy into structured execution frameworks
Desired Skills & Experience
· Experience leading programs or operating functions at enterprise scale
· Experience building operating models, governance routines, and performance frameworks
· Background in PMO leadership, operations, or service delivery
· Experience in organizational effectiveness or program governance functions
