Senior Management Analyst

Pay Rate: $61.25 per hour

Contract: 6-month assignment with possible conversion

Location: Oakland, CA (onsite)

Work schedule: 8 hours per day, Monday - Friday with every other Friday off

Definition

Under general direction, the Senior Management Analyst provides advanced regulatory and policy analysis, technical expertise, and oversight of fair housing and housing protections initiatives. This role ensures effective implementation, monitoring, and auditing of organizational policies related to fair housing, accessibility, the Violence Against Women Act (VAWA), reasonable accommodations, and related compliance functions.

Essential Functions

• Administer and strengthen fair housing, reasonable accommodation, and equity-focused programs

• Provide guidance and support to staff to ensure accurate and compliant decision-making

• Receive, track, and evaluate inquiries, complaints, and requests related to fair housing, VAWA, accessibility, and related topics

• Oversee vendor contracts connected to fair housing, accessibility, and compliance initiatives

• Lead and coordinate committees that review policies and practices impacting fair housing, accessibility, and reasonable accommodations

• Coordinate, schedule, and conduct hearings and informal reviews for program participants

• Serve as the primary coordinator for fair housing, VAWA, and accessibility compliance requirements (504/VAWA roles)

• Prepare key documents, including reports, applications, correspondence, and materials requiring senior-level review

• Engage with community groups, partner agencies, government entities, and advocacy organizations

• Maintain accurate documentation and data across business systems, repositories, and case management tools

• Develop and deliver trainings; represent the organization at external meetings and events

• Create toolkits, policy templates, forms, and implementation materials

• Maintain an internal reference library of fair housing resources and educational materials

• Compile data and produce summaries for regulatory reporting

• Conduct file reviews and audits to ensure compliance with applicable laws and program requirements

• Perform other duties as assigned, including attending meetings outside regular business hours

Minimum Qualifications

• Bachelor's degree in Urban Planning, Public Administration, or a related field

• Three (3) years of progressively responsible experience in policy analysis, project management, or program coordination

• Equivalent combinations of education, training, and experience may be considered

Knowledge, Skills, and Abilities

Knowledge of:

• Principles of public administration

• Fair housing laws, VAWA regulations, and reasonable accommodation requirements

• Customer service best practices for working with the public, vendors, contractors, and internal staff

• Housing assistance programs or related social service systems (preferred)

Technical Skills:

• Strong writing, public speaking, analytical, and organizational skills

• Policy analysis; data collection, reporting, and interpretation

• Ability to automate workflows and streamline processes

• Proficiency with Microsoft Word, Excel, PowerPoint, and data visualization tools

Ability to:

• Interpret complex regulations and train others on compliance requirements

• Analyze data sets from multiple sources and identify trends

• Communicate clearly in oral, written, and visual formats with diverse populations, including program participants, staff, service providers, and community partners

• Develop and implement policies for housing-related programs

• Manage multiple projects and follow applicable procedures and standards

• Navigate sensitive situations with professionalism, tact, and sound judgment
