This is responsible, professional, and managerial work overseeing household hazardous waste program activities, which includes the residential and business programs in
Marin County (excluding Novato).

An employee assigned to this classification manages the activities and operation of the operations of the Marin Household Hazardous Waste Facility and supports Zero Waste Marin with other hazardous waste programs (solar panels, marine flares, thermostats) as needed.

Performs routine and complex technical and professional work including HHW coordination, implementation, monitoring, budgeting, and reporting.

Work is performed under the general direction of the Director of General Operations for Marin Sanitary Service and Zero Waste Marin.

Main Job Tasks and Responsibilities

• Plan, prepare, implement, and oversee hazardous waste activities for the residential and business collection programs.
• Monitor HHW agreements with recyclers, waste handlers and disposal firms.
• Monitor waste stream; develop, maintain, and report a variety of data relating to the waste stream and diversion to recycling programs.
• Evaluate and track effectiveness of the residential and business programs.
• Oversee operating costs for the facility by having an advanced understanding of hazardous waste disposal and recycling options.
• Approve and code facility related invoices.
• Assure hazardous waste is disposed of or recycled at permitted facilities.
• Ensure all facility reports are prepared and submitted in a timely manner.
• Acts as the primary contact with all hazardous waste vendors.
• Assures accidents, injuries, near‑misses and any other incidents are investigated and reported to the Safety Committee as per Company policy.
• Coordinate with the Outreach Team to promote and educate the public about household hazardous waste and other related resource conservation issues; prepares brochures, flyers, reports, flip charts, posters, calendars, articles, displays, exhibits and other educational and promotional items.
• Research information, prepares presentations, and makes presentations to various educational, civic, business, government, and service groups.
• Coordinates special household hazardous waste activities such as Take‑back days or special collection events.
• Provides technical support to other departments and the public on household hazardous waste and related waste issues.
• Monitors Federal, state and local legislation dealing with household hazardous waste and related resource conservation issues.
• Represents County interests on committees and at public meetings and hearings.
• Collaborate with the Outreach Coordinators to ensure customers are aware of the services we provide, are happy with the service, and are using our services to decrease waste and increase recycling.
• Work with the Outreach Coordinators on additional Commercial Recycling programs as needed.

Key Competencies

• Considerable knowledge of applicable federal, state, county and city policies, laws and regulations affecting household hazardous waste activities.
• Communicate effectively in written and oral form using positive interpersonal skills with a variety of stakeholders in an efficient and timely manner.
• Ability to conduct necessary research and compile comprehensive reports
• Ability to organize, prioritize and manage work assignments in an efficient manner.
• Knowledge of county, state, federal laws, rules, and regulations related to municipal solid waste and recycling.
• Ability to function as an effective team member with co‑workers and the community to build productive, collaborative relationships to achieve program goals and objectives.
• Ability to use technology to manage functions of job including word processing, spreadsheet, and data base.
• Considerable knowledge of solid waste, recycling and hazardous waste principles, practices, methods, and trends.
• Tasks vary frequently, requiring adaptive and constructive thinking. Problems often involve several elements. Frequent variations and new tasks require analysis and application of policies, regulations and professional standards.
• The individual must wear the company required safety equipment and any other additional personal protective equipment that is deemed by the company to make the work environment safer. Typical PPE for this position is eye protection, safety vest, chemical resistant gloves, air purifying respirator and closed toe shoes.
