Job Summary:

The Executive Director, National Labor & Trust (ED L&T) serves as Kaiser Permanente-s senior enterprise leader responsible for shaping, advancing, and executing the national strategy for the Labor & Trust segment-encompassing union benefit funds, Taft-Hartley trusts, and unionized commercial employers. This role is accountable for driving national growth, strengthening market influence, elevating Kaiser Permanente-s labor-facing brand, and ensuring disciplined execution across regional markets.
As KP-s foremost representative to national labor organizations, trustees, and consulting firms, the ED L&T leads enterprise-wide orchestration of sales and account management for this segment. The role unifies national strategy, consultant engagement, stakeholder stewardship, and thought leadership to ensure sustained performance, consistent market execution, and differentiated value delivery. The Executive Director also strengthens KP-s positioning with national and international labor leaders, advances participation in labor-industry organizations, and ensures that Labor & Trust market insights inform-and materially shape-enterprise product, pricing, clinical, digital, and growth strategies. In partnership with the Coalition of Kaiser Permanente Unions (CKPU), the Alliance of Health Care Unions, and KP-s Labor Management Partnership (LMP), the ED L&T drives integrated market engagement, joint marketing strategies, and enterprise-level coordination to accelerate growth across Labor & Trust markets nationally.
Essential Responsibilities:

  • Enterprise Strategy & Growth Leadership
  • Develop and operationalize Kaiser Permanente-s national Labor & Trust strategic plan-aligning enterprise value proposition, product strategy, pricing philosophy, and regional execution to deliver sustained membership growth, improved retention, and increased market influence.
  • External Representation & Relationship Stewardship
  • Serve as KP-s senior national executive interface to international/national union leadership, Taft-Hartley trustees, and benefit consulting firms. Cultivate enterprise-level relationships, steward KP-s reputation, and elevate its labor-sector influence through credible, high-impact engagement.
  • Community of Practice Governance
  • Co-chair the National Labor & Trust Community of Practice and associated governance bodies to standardize best practices, coordinate multi-regional initiatives, and institutionalize performance discipline anchored in segment KPIs.
  • Labor Management Partnership & Consultant Engagement
  • Collaborate closely with CKPU and Alliance partners to activate LMP assets through coordinated market engagement and joint marketing initiatives. Strengthen KP-s national standing through expanded relationships with key consultant firms (e.g., Segal) and prominent industry organizations (e.g., IFEBP, National Labor College).
  • Market Insight Integration
  • Ensure Labor & Trust market intelligence directly informs enterprise product design, pricing strategies, clinical models, digital solutions, and service-delivery improvements.
  • Performance Management & Reporting
  • Own national segment reporting. Define KPIs, dashboards, performance cadences, and risk-monitoring standards to guide enterprise decision-making and drive transparency around growth, retention, profitability, and emerging risks.
  • National Sales & Account Execution
  • Align and coordinate with regional sales and account management activities to achieve enterprise growth objectives. Support regional teams in competitive pursuits, including active participation in finalist meetings and strategic solution development.
  • Strategic Market Positioning
  • Strengthen KP-s competitive position within the Labor & Trust sector by expanding penetration in existing accounts, identifying new business opportunities, and deepening relationships with union leadership, trustees, and consultant partners.
  • Risk Mitigation & High-Stakes Support
  • Act as the enterprise escalation point to troubleshoot jeopardy accounts and support regions in mitigating complex client risks.
  • Enterprise Standards & Sales Discipline
  • Establish and reinforce national standards for pipeline management, forecasting, account planning, retention discipline, and multi-region coordination.
Basic Qualifications:
Experience

  • Minimum fifteen (15 years of progressive leadership in health plan sales, account management, labor relations, or national market development, ideally across multiple markets or regions.

Additional Requirements:
  • Experience with international / national unions and Taft-Hartley trusts is required
  • Demonstrated expertise in labor union ecosystems, Taft-Hartley governance, and consultative selling to trustees and benefit consultants.
  • Proven success in national stakeholder stewardship, cross-functional leadership, enterprise business planning, and performance management.
  • Executive presence with the ability to credibly represent Kaiser Permanente at high-visibility labor forums and industry organizations.

Pay Range: $274500 - $343125 / year Kaiser Permanente strives to offer a market competitive total rewards package and is committed to pay equity and transparency. Travel: Yes, 50 % of the Time
