We are looking for a Contract Planner to support the Planning Manager in updating the 23?year?old Agency Management Plan (PTMP 2.0). The new plan will provide guidance for operations, business and visitorship management strategies, land and building uses, natural landscape restoration, and infrastructure investments for the next 20 years.

The Contract Planner will receive a wide variety of assignments relating to the Management Plan update, requiring interface with staff across all Agency divisions. Assignments typically involve research, data analysis, written and verbal communication, project team coordination, and administrative tasks in support of the planning process.

Responsibilities (may include)

  • Develop, update policies and implementation strategies across the agency for land use, transportation, resource management, and the public realm.
  • Manage consultant teams to prepare technical studies in financing, operations, facilities planning, land use, transportation, and resource management.
  • Lead the PTMP 2.0 Working Group of agency leadership and subject matter experts to introduce proactive planning, design, and implementation measures.
  • Participate on intra?agency technology and database management teams to improve coordination and integration of data for project planning.
  • Track, collect, analyze, and present Planning & Compliance department metrics against Agency KPIs.
  • Develop and manage a sustainability program in coordination with the Sustainability Planner.
  • Assist with the annual planning process for Planning & Compliance department operations and projects.
  • Manage the Agencys long?term Capital and Renewal Project List, updating prioritization criteria, scopes, schedules, and costs.
  • Assist with the maintenance and implementation of the Agencys long?term transportation project list.
  • Prepare and present memorandums and PowerPoint presentations to leadership teams and other audiences.
  • Organize, establish, and document Planning & Compliance department procedures.
  • Other duties as assigned.

Required Qualifications
  • Bachelors degree in planning or related field plus seven (7) years of experience with planning, design or construction of architecture, utilities, or transportation projects, preferably historic properties. A masters degree in planning may substitute for two years of experience.
  • Three?to?four years of direct experience in urban or park planning.
  • Three?to?four years of direct experience in long?range planning, policy and program development.
  • Knowledge of design, engineering, and project management practices as applied to architecture, planning, design, permitting, construction, inspection, operation, and maintenance.
  • Budgeting procedures and techniques.
  • NEPA/CEQA, environmental laws, codes and regulations.
  • GIS software and applications.
  • Urban design principles and ability to develop and apply design guidelines.
  • Sustainability practices and principles.
  • Effective written, verbal communication, and presentation skills.
  • Scheduling, planning, and leadership of meetings.
  • Map, plan, and drawing interpretation; detailed file maintenance.
  • Develop and apply rules, regulations, policies and procedures for agency and tenant projects.
  • Proficiency with office computer programs and administrative functions.
  • Ability to manage high?priority projects and meet deadlines.
  • Ability to manage consultants and their budgets and scopes.
  • Strong interpersonal skills.
  • Strong writing and reading comprehension for project documentation.
  • Valid California drivers license.

Compensation

The hiring range for this position is $65.00 to $75.00 per hour.
