The City of Oakland is currently recruiting to fill one (1) Assistant City Clerk vacancy with the Office of the City Clerk. This management-level position supervises agenda management and election/political compliance services, oversees staff, prepares and monitors the budget, and supports the City Clerk in daily operations. The role requires strong organizational skills, discretion, and the ability to work in a fast-paced, deadline-driven environment.
The ideal candidate will have experience with agenda management, meeting facilitation (including Roberts Rules of Order), elections and compliance, records or fiscal management, and staff supervision. Strong communication and analytical skills are essential.

What you will typically be responsible for:
* Directing the day-to-day operations and administration of the Office of the City Clerk.
* Managing the maintenance and retrieval of official City records and documents.
* Supervising the coordination of City Council agenda preparation, ensuring calendar and agenda packets are compiled, assembled, and distributed, and notifying appropriate officials and interested parties.
* Overseeing the preparation of the City's official records.
* Maintaining and administering the City's Master Calendar for City Council.
* Coordinating services to the public including information referral, permits, documents, and customer information.
* Supervising and directing the City's official notification and advertising.
* Performing the duties of the City Clerk in their absence or as directed.
* Attending City Council and other meetings, as assigned.
* Assisting in developing short- and long-range planning for departmental activities.
* Researching, analyzing, and preparing reports.
* Supervising the preparation and distribution of publications such as the Directory of Municipal Agencies and Officials, Oakland Municipal Code, and other codes; reviewing and updating procedural manuals including forms, documents, new legislation, and new programs.
* Training staff to provide services to the public and City Council; following up and researching inquiries and problems requiring routine and specialized knowledge; and providing information that may require judgment and interpretation of City policies and procedures.
* Supervising, training, hiring, and evaluating professional, paraprofessional, and clerical personnel in administrative, personnel, payroll, and assigned program functions; assisting with developing and monitoring performance plans; clarifying roles and responsibilities.

The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification.

Education:
A Bachelor's degree from an accredited college or university in public administration, business administration or a related field.

Experience:
Five (5) years of progressively responsible work experience in a City Clerk's Office in a large city comparable to the size of Oakland, or a metropolitan area with a population of at least 100,000. Two (2) years of experience must be at a supervisory level.
License or Certificate / Other Requirements:
Possession of a valid California Driver's License is desirable as incumbents in this job may be expected to operate automotive vehicles in the performance of assigned duties. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals who do not possess a valid California Driver's License while employed may be required to demonstrate the travel to required locations in a timely manner.
State of California Notary Public License is highly desirable.

Certification as a Certified Municipal Clerk (CMC) or Certified Records Manager (CRM) is desirable.
The Recruitment Process:
This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules, per Charter Section 902(f). All applications received will be forwarded to the Office of the City Clerk for further consideration.
