About LAFCo

The San Francisco Local Agency Formation Commission (LAFCo) is an independent regulatory body that oversees changes to the boundaries of cities and special districts. LAFCo was created by the Legislature in 1963 during the post-World War II housing boom to discourage sprawl and encourage orderly government. All 58 counties have LAFCos. However, the San Francisco Local Agency Formation Commission is unique. Per Ordinance 0146-07, the Board of Supervisors has charged SF LAFCo with an advisory role for the implementation of the Community Choice Aggregation (CCA) Program. This ordinance directs SF LAFCo to assist with the startup of the CCA Program and advise the Board of Supervisors, San Francisco Public Utilities Commission (SFPUC), and other agencies regarding all aspects of development, implementation, operation, and management of the CCA Program LAFCo is responsible for providing monitoring and advice to the Board of Supervisors, SFPUC, and agencies regarding the CCA Program. Appointment Type

Permanent Exempt (PEX), Category 18: The San Francisco Local Agency Formation Commission (LAFCo) Policy Analyst position is exempt from Civil Service Rules and serves at the pleasure of the Appointing Officer, the Executive Officer of LAFCo. This is a limited term position with a maximum of one (1) year duration, with the potential of being extended for an additional year.

Local Agency Formation Commissions are independent regulatory bodies that oversee changes to the boundaries of cities and special districts. LAFCo is charged with an advisory role for the implementation of the Community Choice Aggregation (CCA) Program and is responsible for providing monitoring and advice to the Board of Supervisors, SFPUC, and agencies regarding the CCA Program.

Position Description

The Policy Analyst reports to the Executive Officer and will conduct research, reporting, and analytical tasks to support program activities for the Local Agency Formation Commission (LAFCo).

Essential Duties

  • Organizes and prepares agendas for meetings to meet legal and operational requirements.
  • Facilitates actions and other related reports within required time frames.
  • Manages website posting and updating.
  • Conducts research and responds to requests from the public and other entities or departments received in person, by phone, electronic mail, or fax.
  • Analyzes and interprets existing, newly enacted, and proposed local, state, and federal legislation and regulation for policy and financial impact.
  • Researches, analyzes, and makes policy recommendations on special projects.
  • Prepares and presents reports with recommendations and appropriate justification based on studies and surveys.
  • Researches, analyzes, and evaluates administrative and policy matters and advises the Commission on recommended action; reviews, develops, and implements policies.
  • Ensures Commission's compliance with applicable state laws.
  • Monitors and supports implementation of the CleanPowerSF program.
  • Develops and prepares special studies regarding specific municipal services, as directed by the Commission.
  • Conducts competitive solicitations for contractors, negotiates contracts, and manages activities of contractors.
  • Monitors and researches state legislation, briefs the Commission, and develops policy statements; maintains liaison with state legislature staff to represent the Commission at hearings.
  • Monitors and supports special districts as directed by the Commission.
  • Prepares correspondence and oversees maintenance of LAFCo files.
  • Assists with ensuring that Commissioners and legal counsel timely complete required Statement of Economic Interest filings and mandatory employee trainings.
  • Performs related duties and responsibilities as assigned.

Minimum Qualifications

  • Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work in community development, housing, workforce development, finance, education, social work, children/youth work, or criminal justice.
  • Substitution: Possession of a graduate degree (Master's or higher) in a relevant field may substitute for one (1) year of required experience, up to a maximum of two (2) years.
  • Thirty (30) semester units or forty-five (45) quarter units equal one year of experience.

Desirable Qualifications

  • Thorough knowledge of the Cortese- Knox-Hertzberg Act, applicable Federal, State, and local rules and regulations.
  • Administrative/professional experience in renewable energy, municipal financial services, municipal housing, program administration, or project implementation.
  • Experience in local municipal government and utility regulators.
  • Experience in community choice aggregators (CCAs) and municipal utilities.
  • Experience in affordable housing, municipal housing, or social housing.
  • Experience in public banking, green banking, or municipal/public finance.
  • Experience in competitive solicitations and contract negotiations.
  • Experience in supervising staff or contractors.
  • Ability to synthesize complex information and recommend creative options.
  • Understanding of policy and procedure and effective work with government and community organizations.
  • Possession of a baccalaureate degree in public or business administration, urban planning, government, social work, education, finance, or criminal justice.
