Working under the direction of the Epidemiology Program Manager, the Senior Department Analyst serves as a key contributor to the Health and Human Services Department's (HHS) data‑driven efforts to improve population health and advance health equity. This position is designed for a seasoned analyst who is equally comfortable writing complex code and developing analytic frameworks as they are coordinating multi‑agency data sharing processes and contributing to data strategy. The role combines hands‑on analytics, population‑health data strategy development, and the coordination and governance of data resources and infrastructure across the Epidemiology Program and the broader HHS Public Health Division.
The analyst will help the program expand access to data assets, including the Health Information Exchange (HIE), the statewide syndromic surveillance platform, and an Electronic Health Record (EHR) system. They will develop and lead a population‑health analytics program that complements and enhances the existing public‑health surveillance program, using healthcare encounter data as well as existing local and state data resources to generate actionable insights that inform public‑health policy and program decisions. The position also plays a central role in formalizing data governance and partnering to advance data sharing and the use of modern data tools to support the consistent and efficient use of data resources.
The Senior Department Analyst collaborates closely with epidemiologists, IT staff, Public Health leadership, the HHS Compliance unit, and state, federal, and community partners to support data access, quality, and use. The position identifies and addresses strategic data opportunities; supervises junior staff; oversees data workflows in collaboration with technical teams; manages grants, contracts, and agreements; and ensures that data processes align with governance, compliance, and privacy standards.
This is a unique opportunity for an experienced analyst who wants to use their technical analytic depth and experience managing systems or data programs to strengthen data‑driven public‑health practice in Marin County.
The Department of Health & Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
The highly qualified candidate brings broad experience in public health data analysis, data governance, and developing and managing data resources, with a focus on enhancing the data landscape to ensure the availability and use of high‑quality evidence to support effective public health programs and policies, and advance health equity. The successful candidate has led complex analytics efforts, contributed to data modernization and integration initiatives, managed multiple datasets and associated documentation, and collaborated across teams and agencies to improve data access, quality, and usability. They have experience working with healthcare encounter‑based data systems such as syndromic surveillance platforms, Health Information Exchanges (HIEs), and electronic health records (EHRs) and are excited to help shape our adoption and use of these systems for population‑level insight generation.
In this highly collaborative technical role, the ideal candidate is a strong communicator who can translate technical information for non‑technical audiences and build successful partnerships with internal and external stakeholders. The candidate is mission‑driven, equity‑minded, detail‑oriented, and comfortable navigating ambiguity in a fast‑paced, evolving environment.

Equivalent to graduation from a four‑year college or university with a major in business or public administration, public policy, political science, social services, health care administration or a field related to the work, and three years of professional level experience performing administrative, legislative, operational and/or policy analysis; program or project design, planning and implementation; research; strategic planning; or closely related work.
Additional professional level experience performing administrative, analytical, fiscal, legislative, operational, policy, program administration or research work may be substituted for the required education on a year‑for‑year basis.
