The Indigent Defense Administration (IDA) is managed by the Bar Association of San Francisco's Court Programs pursuant to a contract with the San Francisco Superior Court, and is tasked with ensuring that all indigent adults and minors facing prosecution in the Adult Criminal and Juvenile Delinquency Court, ineligible for representation by the Public Defender due to a conflict of interest, receive the highest quality representation possible. Unlike other programs of the BASF/JDC, these legal services are mandated by the United States and California Constitutions and the standard of practice is exceptionally high. The Court Programs is a division of the Lawyer Referral and Information Service (LRIS), a California State Bar certified program.

Through the IDA program, attorneys are appointed by the Superior Court from panels of attorneys recruited and administered by the IDA program and the LRIS. Given the high stakes of the proceedings in these Courts and the many constitutional and statutory requirements mandating effective assistance of counsel, the members of these panels must have demonstrated the requisite experience and qualifications for each panel (Adult Criminal and Juvenile Delinquency) and their respective subpanels (e.g. Misdemeanor, Felony, Serious Felony, Homicide, Appellate, Sexually Violent Predator, Mentally Disordered Offender or those Not Guilty by Reason of Insanity) and are carefully vetted through a confidential peer evaluation process by both the Court Programs as well as the Superior Court. As such, the IDA program is highly regarded in the legal community, the Superior Court and recognized throughout the State.

In addition to providing highly qualified counsel to appear each day in court, the IDA also reviews and processes all bills from attorneys, investigators, experts, social workers and ancillary service providers appointed by the court to assist counsel in providing a robust legal and holistic representation. In so doing, IDA provides sound monitoring of appointed counsel, investigator, social worker and other ancillary costs, ensuring that bills are reasonable and in compliance with both best practices and with the billing policies and procedures set out in the San Francisco's Superior Court/Indigent Defense Administration's Policy and Procedures Manual. To this end, the IDA program is responsible for assuring high quality representation, budget analysis, efficiencies and protocols designed to ensure that fiscal responsibility objectives align with standards for high quality legal representation, reporting annually to the Superior Court and the City and County of San Francisco.

ESSENTIAL JOB FUNCTIONS

This an exciting opportunity for a highly experienced, seasoned and passionate criminal defense practitioner/law school educator, well versed in criminal defense and best practices. This position is a new role with the IDA and applicants with an ability to build programming collaboratively with IDA Attorney Administrators is fundamental to the success of this position. Applicants for this position must demonstrate a dedication to not only representing the indigent clients in our criminal courts, but must have earned and hold the respect of the legal criminal defense community in the bay area. A background and/or experience in recruiting and training attorneys less familiar with criminal defense practices is beneficial to this new role.

A vibrant defense community is vital to the health of indigent defense. The long‑term viability of the IDA programs depends on a pipeline of well‑trained criminal defense practitioners available to join the ranks of this remarkable community of attorneys committed to nothing less than zealous representation of those accused in our adult criminal and/or juvenile delinquency courts.

A background in trial advocacy and coaching with a deep understanding of criminal law and procedure is critical to this role. In addition, a sufficiently close working relationship with active members of the criminal defense bar and recent law school graduates who aspire to become criminal defense practitioners is highly beneficial to this new role with the IDA. The goal of this new position is to create a diverse pool of well‑trained criminal defense attorneys anxious to join an excellent community of private defense practitioners available for appointment in the criminal and/or delinquency courts.

This position will develop a recruitment and training plan, oversee and develop ongoing Continuing Legal Education Programming for new practitioners especially regarding updates to the rapidly changing area of law and the legal interests/needs of the clients they serve.

This position also requires familiarity with and commitment to holistic defense protocols, as well as trial skills. This applicant will be expected to create efficiencies by providing ready access to briefs and/or practical tools needed to support the attorneys.

Reports to the Court Programs Director. This is part‑time exempt position.

EXPERIENCE

Extensive and recent experience representing the clients of the criminal courts as well as experience with trial advocacy and clinical teaching in the discipline of criminal defense.

PREREQUISITE SKILLS AND REQUIREMENTS

  • The position requires a well‑organized, self‑directed and creative individual with an excellent reputation in the criminal/delinquency courts, high ethical standards, sound legal skills, analytical ability, proficient teaching/coaching capabilities, and a working knowledge of the criminal and juvenile delinquency justice system and defending indigent clients accused of crimes;
  • Ability to develop a sustainable recruitment/training program and materials needed to develop and sustain a pipeline of diverse and skilled criminal defense attorneys;
  • Ability to work closely and collegially with staff, attorney members and recruits, and representatives of the courts. Respect of the court, and all stakeholders is essential to this position;
  • Ability to work creatively with staff and the panel attorneys and those recruited to assure the high‑quality defense of the cases facing those accused in the criminal courts, as well as a keen understanding of multidisciplinary representation in criminal proceedings;
  • Ability to develop the appropriate reporting and analytical tools to measure outcomes;
  • Demonstrated experience working within an hourly compensation panel system of indigent client representation and ability to articulate and advocate for the benefits of the model;
  • Excellent written and oral communication skills; excellent legal and policy research skills are needed;
  • Demonstrated ability to work on several projects simultaneously and handle a high volume of activity;
  • Ability to work well under pressure in a fast‑paced environment;
  • Proficiency in MS Office (Word, Excel, Outlook), Adobe Pro and general use of database software.
