Department Information

The Wildfire Safety Section of the Safety Branch, Public Advocates Office, represents the Public Advocates Office in safety‑related investigations before the Commission and conducts deep‑dive analysis of utility practices and procedures related to wildfire risk, risk mitigation, and safety.

Job Description and Duties

The Senior Utilities Engineer (SUE) leads engineering and analytical work focused on preventing wildfires caused by electric utility equipment. Under supervision of the Program and Project Supervisor, the SUE:

  • Analyzes electric utilities' Wildfire Mitigation Plans and other safety documents.
  • Serves as lead technical engineer/analyst on utility safety issues and provides thorough analyses and recommendations.
  • Advocates for enforcement of safety standards and investigates utility safety failures in regulatory proceedings.
  • Plans and executes complex projects; occasionally leads small teams of analysts and engineers.
  • Collaborates with engineers, policy analysts, and attorneys to develop evidence‑based policy recommendations.
  • Writes testimony, comments, reports, and memoranda for proceedings before the Commission and Office of Energy Infrastructure Safety.
  • Examines utilities' safety inspection records, spending records, and audit reports to ensure effective implementation of wildfire safety programs.
  • Performs field inspections to assess compliance with wildfire mitigation programs; travel may be required.
  • Represents the Public Advocates Office at conferences, workshops, and other forums.
  • Other duties as required, including travel.

Special Requirements

Applicants must submit a Statement of Qualifications (SOQ) no more than two pages, single‑spaced, 11‑point Arial. The SOQ must address the following three questions:

  1. Describe your experience conducting engineering analysis to identify problems and recommend effective solutions.
  2. Describe your experience analyzing data and performing risk assessments, including using quantitative tools to analyze data and visualize results.
  3. Describe your experience writing clear, persuasive, and concise recommendations to lay audiences.
