Engineer 1-Capital Project at Alameda County Water District
Overview
The Alameda County Water District, in Fremont, California, is seeking a motivated engineer to apply their technical design knowledge, project management, and leadership skills through the execution of capital projects. As an Engineer I, you will have the opportunity to perform a variety of engineering and administrative assignments related to a wide range of water utility infrastructure such as pipelines, pumping stations, water treatment plants, water supply facilities, tanks, and reservoirs. An Engineer I in the Project Engineering division may be assigned to plan, evaluate, direct, schedule, or manage the design and construction of capital improvement projects.
Responsibilities
- Project management for all phases of capital projects, including planning, feasibility evaluation, alternatives analyses, economic lifecycle cost analysis, designing, hydraulic modeling, preparing construction drawings, preparing technical specifications, cost estimating, budgeting, scheduling, and environmental permitting of water production, treatment, and distribution system facilities.
- Administering and managing various contractor and consultant contracts; coordinating engineering and construction activities with various District departments.
- Performing other related duties as assigned.
- Planning and evaluating the need for consultants and special services; conducting advertising, bidding, and award of contract; managing consultant and contractor contracts; overseeing and managing project schedules and budgets to ensure alignment with District initiatives.
- Preparing and reviewing environmental and permit‑related documentation.
- Participating in the administration and management of the grant application process, including providing input and review of project scope, schedule, and cost; negotiating revisions to agreements and/or revising District contract documents for consistency with grant terms.
- Responding to questions and inquiries from the general public, developers, contractors, engineering professionals and District staff regarding engineering projects.
- Attending and participating in professional group meetings; staying abreast of new trends and innovations in the field of civil, electrical, mechanical and/or environmental engineering.
- Assisting in the development of the division budget, projecting and forecasting project costs and other expenditures for all Departments; developing CIP cost estimates and performing annual review of CIP budgets.
- Managing and overseeing property right acquisitions, including review and approval of easement and quitclaim deeds and review of tentative and final tract maps.

Requirements
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be the equivalent of:
- Possession of a baccalaureate degree from an accredited college or university with a major in an engineering curriculum accredited by the Accreditation Board of Engineering and Technology, or a related field.
- No Work Experience Is Required.
Additional Requirements: Must possess a valid California Driver's license and a satisfactory driving record.
