Base pay range: $114,000.00/yr - $156,000.00/yr

Position Summary (PE required)

Senior Advisor, Civil & Environmental Engineering – Full Time, Regular. Remote with up to 50% travel. Compensation $114-156k/annual.

Mission Of Role / Position Summary

The Senior Advisor will oversee technical staff focused on disaster recovery projects requiring environmental or engineering expertise. They will guide projects with significant geospatial components, ensuring adherence to technical, regulatory, and programmatic requirements across FEMA Public Assistance, Hazard Mitigation, CDBG-DR, and local/state recovery initiatives.

Tasks, Duties, And Responsibilities

  • Manage operations as an advanced-level subject matter expert, supervising staff, prioritizing resources, and providing expert advice on policies.
  • Lead complex projects, organize teams, recommend resources, and ensure project scope and timeline completion.
  • Attend and lead meetings, engage with clients at conferences, and design materials for community briefings.
  • Maintain client relationships, participate in business development, and support marketing materials.
  • Organize and lead training events and information sessions.
  • Make decisions on assigned projects, perform quality control reviews, and provide guidance.
  • Maintain compliance with state and federal policies and act as expert in all areas of Emergency Management.
  • During a disaster, support or co‑lead relief efforts as needed.

Division Specific Responsibilities

  • Lead and manage technical teams for recovery, mitigation, and environmental/engineering projects.
  • Provide expertise in geospatial analysis, Survey123, and ArcGIS tools.
  • Supervise staff conducting environmental and infrastructure assessments, hazard analyses, and permitting.
  • Oversee design and implementation of disaster recovery strategies, ensuring regulatory compliance with FEMA, HUD, EPA, and local/state laws.
  • Serve as SME for environmental compliance (NEPA, wetlands, endangered species) and/or engineering components.
  • Review and validate project documentation including worksheets and grant applications.
  • Assist clients with permitting, zoning, building codes, floodplain regulations, and environmental permitting.
  • Coordinate with agencies, engineers, and environmental specialists.
  • Mentor junior staff and support continuous improvement.
  • Represent firm and clients in stakeholder meetings and regulatory discussions.
  • Support business development through technical writing and proposal development.
  • Stay updated on relevant legislation and best practices.

Knowledge, Skills, and Abilities

  • In-depth knowledge of FEMA Public Assistance, Hazard Mitigation, or CDBG-DR programs.
  • Proficiency with ESRI software, especially ArcGIS and Survey123.
  • Strong geospatial data management, form creation, and analysis skills.
  • Expertise in environmental regulations, permitting, and/or civil engineering standards.
  • Working knowledge of FEMA Public Assistance policies/procedures.
  • Effective verbal and written communication.
  • Confidentiality with sensitive customer information.
  • Multi‑tasking capability.
  • Ability to work across multiple functions and divisions.
  • Relationship building with public and private sector clients.
  • Excellent critical thinking, strategic planning, and problem-solving.
  • Highly organized and detail oriented.
  • Flexibility and adaptability.
  • Independent work capability with minimal direction.

Expected Hours Of Work

Schedule may vary and require work on evenings and weekends. Dependability and punctuality are paramount.

Travel Requirements

  • Up to 50% travel expected.
  • Deployment to client sites for extended periods required.

Physical Demands

  • Mobility on site with clients.
  • Long periods of sitting or standing.
  • Prolonged computer use as needed.
  • Manipulation of up to 50 lbs.

Working Environment

  • Remote positions with home locations agreed upon at hire.
  • Required travel to client sites or for emergency activations/deployments.

Supervisory Responsibilities

May have direct supervisory and mentorship responsibilities for staff.

Requirements – Experience/Education Required

  • Bachelor's degree in Environmental Science, Environmental Planning, Civil Engineering, or related field.
  • Minimum 5 years of experience in environmental planning, disaster recovery, or emergency management.
  • PE (Professional Engineer) certification.
  • 7+ years of experience with FEMA policies and environmental regulations.
  • 3‑5 years experience using ArcGIS and Survey123.
  • 5‑7 years project management experience.
  • 5‑7+ years client management experience.
  • 2‑5+ years leadership and supervisory experience.
  • 5‑7+ years experience in two or more Emergency Management disciplines.
  • Proficient in Microsoft Office 365, especially Excel.

Experience/Education Preferred

  • Master's degree preferred.
  • Certified Emergency Manager (CEM) credential advantageous.
  • Proficiency with Salesforce.

Additional Qualifications

  • Must be 18 years of age or older.
  • Must pass background checks, O365 basic skills assessment, and reference check upon offer.
  • Eligibility to work in the United States required.
