Overview

The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds. The Commission to Combat Police Corruption (CCPC) studies and audits the investigations, discipline, and policies of the NYPD to prevent, deter, and detect corruption and serious misconduct. The Examining Attorney's main function will be to act as Records Access Officer, Agency Privacy Officer, Records Retention Officer, and Open Data Liaison. The Examining Attorney will also review and analyze closed NYPD Internal Affairs Bureau investigations; prepare written memoranda including recommendations for improved investigative procedures; meet with Department executives and investigators to discuss case analyses; and review administrative disciplinary cases prosecuted by the NYPD or the Civilian Complaint Review Board. The CCPC also reports on discrete topics regarding the NYPD's anti-corruption efforts and the Examining Attorney will review and analyze the information used to support the findings in these reports, and will also assist in drafting and editing these reports. The job is designated as EXAMINING ATTORNEY - 30119.

Responsibilities

  • Act as Records Access Officer, Agency Privacy Officer, Records Retention Officer, and Open Data Liaison for CCPC and related NYPD investigations.
  • Review and analyze closed NYPD Internal Affairs Bureau investigations; prepare written memoranda with recommendations for improved investigative procedures.
  • Meet with Department executives and investigators to discuss case analyses.
  • Review administrative disciplinary cases prosecuted by the NYPD or the Civilian Complaint Review Board.
  • Assist in drafting and editing CCPC reports and review information used to support findings in those reports.

Qualifications

  • Graduation from an accredited law school and licensed to practice law in New York State.
  • Three to five years of prosecutorial or criminal defense experience.
  • Strong written and oral communication skills.
  • Ability to work independently and in teams.
  • Familiarity with Word; familiarity with Access, Excel, and PowerPoint programs.

Residency

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
