The PURA I/II analyst will be engaged in surcharge administration that funds six Public Purpose Programs (PPPs), which is vital to ensuring that California's consumers have access to communications services. The position will work with a lead analyst in providing advisory support to decision makers and in researching, tracking and validating data reported by communications carriers. The position will have interaction with the Information Technology Services group, outside contractors, and other state agencies, regulated utilities, banking and payment portal administrators. The analyst will also assist with the operation and maintenance of Telecommunications and User Fee Filing System (TUFFs) related to remittance of surcharges and user fee.
The PURA I or II analyst will also work on California High Cost Fund A program, which provides financial support to the California's Small Incumbent Local Exchange Carriers (ILECs). In determining a reasonable financial support to the Small ILECs, the analyst will work on the General Rate Case proceedings and annual program funding resolution, analyze testimonies and workpapers, and provide recommendation to management, judges and Commissioner's Office. Analyst may perform similar functions with the CHCF-B program. Occasional travel may be required.
