WSP is initiating a search for a full-time Vice President, Civil Engineer for our Tamuning, Guam office. Be involved in projects with our West Transportation Team and be a part of a growing organization that meets our client's objectives and solves their challenges. relocation to Tamuning, Guam is required.

Provides leadership within a sector of the organization to ensure civil engineering subject matter, technical deliverables, transportation projects and programs are delivered to meet or exceed industry and company standards for design, safety, and functionality. Responsible for subject matter expertise, innovation and administration, ensuring compliance with Local, State, and Federal engineering, construction, and safety regulations, and providing programmatic direction to address current and future challenges in a rapidly-changing business climate.

Your Impact

  • Provide proactive and strategic leadership for the civil engineering discipline and function, guiding deliverables within the business sector.
  • Review permits, engineering designs, specifications, standby plans, contracts, management plans, and inspections for compliance with regulations and sound practice.
  • Lead large, complex civil engineering projects, manage budgets, track hours and expenses, supervise subcontractors and staff.
  • Assist in pursuit and development of business and successful execution of infrastructure work within the assigned geography.
  • Lead technical aspects of contract negotiation, presentations, and meetings.
  • Support long-term strategy, growth, and pipeline development for Civil Engineering in the assigned area, focusing on infrastructure opportunities across planning, design, and program/construction management.
  • Ensure profitable performance of projects within the specified area.
  • Assist with annual updates to business tactical action plans for the area.
  • Engage with public or private entities to discuss engineering/construction challenges and programs.
  • Develop and continuously improve discipline certifications, accreditations, and value proposition.
  • Conduct needs analyses and client value surveys to align the engineering function with strategy and address skill gaps or risks.
  • Schedule discipline meetings and provide updates to foster discipline expertise and innovation.
  • Represent the engineering discipline to external entities including agencies, clients, subcontractors, industry groups, and government/community entities.
  • Develop proposal and project scopes, timelines, pricing, and budgets, ensuring compliance with codes and engineering practices.
  • Interpret and summarize data to support sound engineering and regulatory conclusions.
  • Provide inputs to multidisciplinary teams and contribute strategic advice to clients.
  • Develop a client base for high-level civil engineering services and identify additional business opportunities.
  • Mentor staff and provide performance leadership; stay current with civil engineering techniques.
  • Collaborate with professionals across disciplines to deliver future-ready solutions.
  • Exercise ethical decision-making regarding company funds, resources, and conduct in line with WSP's Code of Conduct.
  • Perform additional responsibilities as required by business needs.

Required Qualifications

  • Bachelor's Degree in Engineering or closely related discipline.
  • 12+ years of relevant post-education experience in engineering, civil and infrastructure design.
  • Engineer license required (Guam preferred).
  • Advanced proficiency with civil engineering principles, designs, and permitting issues.
  • Advanced proficiency with infrastructure design.
  • Strong knowledge of civil construction laws, codes, regulations, and record-keeping, with business impact awareness.
  • Advanced ability to perform technical computations and interpret plans and specifications against regulations.
  • Ability to lead and guide mid- to senior-level team members with QA/QC adherence.
  • Excellent leadership and interpersonal communication skills for engagement at all levels.
  • Analytical, detail-oriented, and able to prioritize in a fast-paced environment.
  • Ability to elicit cooperation from diverse sources, including senior management and clients.
  • Proficiency with design software (e.g., MicroStation, AutoCAD, Civil 3D, ArcGIS, InRoads, Geopak, GeoSlope, ANSYS, STADD, HEC-RAS, HEC-HMS) and related tools.
  • Proven commitment to workplace safety and adherence to WSP policies.
  • Flexibility to adapt to changing schedules and travel as required.

Preferred Qualifications

  • Master's Degree in Engineering.
  • Experience managing document reviews and deliverables in a multi-project environment is highly desirable.
