Overview

Attorney II (Limited Term) – JRTA (Judicial Resource and Technical Assistance) – Central for Families, Children & the Courts, Judicial Council of California. This is a temporary, full-time position, limited term up to 2.5 years, contingent on funds, no later than June 30, 2028.

Responsibilities

  • For 9 counties, perform site visits as a JRTA liaison to analyze and evaluate local juvenile court practice and procedure, and prepare a memorandum with legal guidance to ensure compliance with federal regulations and state law.
  • Review and analyze court files to determine compliance with federal and state juvenile law and best practices; assess title IV-E compliance and advise judicial officers to avoid fiscal penalties.
  • Act as a liaison between CFCC and the court and county for 9 counties.
  • Provide training and technical assistance on federal/state legal requirements, juvenile court practice, and county-specific needs; may include correspondence to answer questions or review and advise on revising local minute orders and report templates.
  • Develop and update legal informational materials for the JRTA project (information sheets, county recommendations, case law summaries, charts with legally accurate findings).
  • Provide legal guidance to the Family and Juvenile Law Advisory Committee by analyzing issues, drafting proposals, and preparing written reports and memoranda.
  • Conduct legal research and analysis to aid in changes to rules, forms, and standards for family and juvenile cases.
  • Perform special assignments, including legal research projects and development of tools and resources for local courts and CFCC staff.
  • Write legal memoranda on current issues and create case summaries for JCART materials.

Minimum Qualifications

Education and Experience

Juris Doctor and three (3) years of relevant post-bar legal experience as a practicing attorney. Experience as a Law Clerk to a federal or state judge after passing the state bar will be considered qualifying.

Licensing and Certifications

Current active membership with the State Bar of California prior to hire.

Salary, Benefits, and Work Arrangements

Please note the posted salary range is subject to a temporary 3% reduction due to statewide fiscal conditions. In exchange, judicial branch employees accrue up to 5 extra hours of paid personal leave per month through June 30, 2027.
