This is a Position-Based Test conducted in accordance with CSC Rule 111A.

The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise (WWE) operates and maintains San Francisco's combined sewer system to protect public health and the environment. These services extend across eight urban watersheds, more than 1,000 miles of pipe, 24 miles of transport and storage facilities and benefit every resident and visitor of San Francisco.

The Collection System Division is responsible for implementing and enforcing local, state, and federal regulations governing the discharge of wastewater and stormwater into San Francisco's sewer system to protect the environment, public health, and infrastructure. Activities support regulatory compliance with San Francisco's National Pollutant Discharge Elimination System (NPDES) permits and the California Construction General Permit (CGP) for Stormwater Discharges. This involves overseeing industrial facilities, food service establishments, construction sites, and waste haulers to ensure they comply with pollutant limits, best management practices (BMPs), and reporting requirements. The division also performs environmental studies and programs to monitor and control pollutant sources.

Under general supervision, the 6115 Wastewater Control Inspector of the Collection System Division works in the Pretreatment Program and will be responsible for inspecting and sampling wastewater facilities, stormwater facilities, and commercial and industrial wastewater dischargers to determine compliance with established standards and regulations.

The Urban Watershed Planning Division administers a stormwater management program that implements and enforces San Francisco's Stormwater Management Ordinance (SMO). This ordinance mandates that any new development project creating or replacing 5,000 square feet or more of impervious surface must manage in part/or all of its stormwater runoff on-site using green stormwater infrastructure.

The 6115 Green Infrastructure Inspector for the Urban Watershed Planning Division will be responsible for post-construction, triennial, and enforcement-generated inspections of parcel-based and redevelopment right-of-way green infrastructure citywide.

Minimum Qualifications: Education: Possession of a baccalaureate degree from an accredited college or university. AND Experience: One (1) year of experience performing duties comparable to a sanitary engineer or water quality technician in a wastewater treatment facility, laboratory services, or in the fields of storm water and pollution prevention. AND Certification: Possession of a California Water Environment Association Environmental Compliance Inspector Certification, Grade I or higher (must be obtained within one year of hire). AND License: Possession of a valid California driver license.

Desirable Qualifications:

NPDES/MS4 permit knowledge and experience

Inspection and enforcement knowledge and experience

Pollution prevention knowledge and experience

Stormwater-related certifications such as Qualified SWPPP Practitioner (QSP) or Qualified SWPPP Developer (QSD) certification

Collection System Division (specific):

CWEA Environmental Compliance Inspector Grade I, or higher, certification

National Pretreatment Program (40 CFR 403) knowledge and experience

Chemistry knowledge and experience

Laboratory knowledge and experience

Urban Watershed Planning Division (specific):

Stormwater management /green stormwater infrastructure knowledge and experience

National Green Infrastructure Certification Program (NGICP) certification

Selection Procedures

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supplemental Questionnaire (SQ) (Weight: 100%)

Candidates who meet minimum qualifications will be invited via a separate online link to complete the SQ Examination. The SQ is designed to measure applicant's relative knowledge, skills, and abilities in job-related areas, identified as critical for successful performance. These may include but are not limited to:

Knowledge of common laboratory technology, equipment, and apparatus

Knowledge of principles and practices of wastewater and/or stormwater treatment

Knowledge of stormwater management or green stormwater infrastructure

Knowledge of safe wastewater and/or stormwater sampling procedures

Knowledge of basic principles of arithmetic, chemistry, and bacteriology

Knowledge of applicable federal, state, and local requirements and methods of ensuring compliance

Knowledge of principles of hydraulics, hydrology, instrumentation, and equipment used in wastewater and/or stormwater treatment and measurement

Ability to prepare written, oral, and graphic reports

Ability to make accurate arithmetic calculations

Ability to read and interpret gauges, meters, recording instrumentation, maps, and engineering drawings

Ability to apply basic hydraulic and environmental engineering concepts

Ability to lead a group of subordinate staff

Ability to communicate effectively with representatives of industrial, commercial, and institutional accounts, various agencies, and the public

Ability to safely operate a motor vehicle

All responses to the SQ are subject to verification and must be consistent with the information provided in your application.

Passing Score: Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the score report for positions in this job class.

Candidates will be placed on the eligible list in rank order according to their final score.

The department may administer additional position-specific selection procedures to make final hiring decisions. Candidates scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The certification rule for the ranked eligible lists resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of twelve (12) months, and may be extended with the approval of the Human Resources Director.
