What We Do: The Department of Building Inspection oversees the enforcement of City building, housing, plumbing, electrical, mechanical, and disability access codes for San Francisco's more than 200,000 buildings. This position is located in the Technical Services Division and is part of the Permit Services team.

Job Description: Under the direction of the Technical Services Manager, the Addressing Manager will oversee, plan, monitor and manage the implementation of addressing initiatives as outlined by the inter‑departmental Address Working Group memorandum of understanding (MOU). The Addressing Manager will establish the new addressing program, align staff on procedures, resolve complex addressing functions, streamline workflows, routing and customer service functions, and ensure timely completion of work, reporting and data integrity of retroactive data entry and current assignments. The role includes working directly with GIS Mapping, the permitting system, leading and participating in the inter‑departmental Address Working Group, and managing public and intra‑departmental communications related to program updates.

Examples of Responsibilities and Duties:

  • Coordinating program development and working collaboratively in the Inter‑Agency Addressing Working Group
  • Developing program strategies, outlining goals and ensuring alignment with organizational objectives
  • Convening internal and external stakeholders for education, outreach and to assess efficacy of program management and communications
  • Determining and advocating for resources to adequately administer the programs and ensure effectiveness
  • Making determinations to appropriately assign addresses within the guideline of the DBI Addressing program and in accordance with the City Addressing Grid
  • Providing guidance and support to direct reports and other team members involved in the program work
  • Researching and developing recommendations for effectively implementing Addressing Assignment
  • Tracking regulatory changes and adjusting policies and procedures as necessary
  • Planning for and developing protocols around proposed improvements and coordinating with partners within and outside the department to ensure alignment with the inter‑departmental MOU
  • Performing comparative analyses on data collected to determine trends and effectiveness of policy and procedures developed
  • Providing updates to the Building Inspection Commission, stakeholder groups and other interested parties
  • Performing other related duties as necessary

Qualifications:

  • Possession of a bachelor's degree from an accredited college or university and one (1) year full‑time equivalent experience performing professional‑level analytical work in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
  • Substitution: Possession of a graduate degree (Master's degree or higher) with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or closely related fields may be substituted for the required one year of experience.
  • Additional experience may be substituted for the required degree on a year‑for‑year basis (up to a maximum of 2 years).
  • Verification of education and experience may be required at any point during the recruitment and selection process.
