Role Description
The Project Manager III (PM III) is responsible for the implementation of the Southeast Water Pollution Control Plant (SEP) Nutrient Reduction Project for the Wastewater Enterprise of the San Francisco Public Utilities Commission (SFPUC). SEP is the centerpiece of SFPUC's wastewater treatment operations, with a treatment capacity of 85.4 MGD of designed average dry‑weather flow and 250 MGD of designed peak wet‑weather flow. The project will involve major upgrades or replacement of existing high‑purity oxygen activated sludge systems to produce densified activated sludge and reduce nutrient loads in the effluent in compliance with the Nutrient Watershed Permit (NWP).
Essential Functions
- Determine the scope and breadth of the capital projects in the Program.
- Conduct system analysis, develop and evaluate technical alternative solutions to comply with NWP requirements.
- Sit and acquire property or easements for interim and permanent facilities.
- Procure the Owner Advisor to support planning, design, environmental and construction management.
- Hydraulic, seismic, and system modeling.
- Oversee the programmatic and project‑specific environmental review process.
- Detailed design and construction of the preferred project alternative.
- Develop life‑cycle costs and incorporate all systems into the Wastewater Asset Management Program.
- Coordinate with residents, neighborhood associations, special interest groups, and other stakeholders.
Qualifications
Minimum Qualifications
- Bachelor's Degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience.
- OR A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project.
- OR Eight years of architectural, engineering, or construction management experience in a field directly related to the project.
- OR California registration as professional engineer or architect.
- AND Four additional years of project coordination experience for major architectural, engineering or construction projects.
Desirable Qualifications
- At least 10 years of professional experience in engineering, permitting, infrastructure construction, project management, or construction management of major wastewater infrastructure facilities.
- Bachelor's or Master's degree in Civil, Chemical, Mechanical, or Electrical Engineering.
- California Professional Engineer (PE) license.
- Project Management Professional (PMP) certification from the Project Management Institute and/or DBIA certification from Design‑Build Institute of America.
