The Deputy Director of Public Works-Transportation is responsible for all Transportation Division activities, including transportation and traffic engineering and planning, designing and implementing the City's "Complete Streets" projects, advocacy on behalf of the City with regional transportation planning entities, identifying funding opportunities and securing competitive grants. Reporting to the Director of Public Works, the Deputy Director will supervise management, professional, technical, field maintenance and administrative personnel in the functional areas of the Transportation Division.

The essential duties of this position include managing and participating in the development of goals, objectives, policies and priorities in assigned areas; evaluating employee performance and taking corrective action as necessary; training and motivating employees; assisting in selection of and overseeing consultants and outside professional services; preparing complex technical and administrative reports; providing staff support in meetings with the public and other stakeholders; representing the City at regional and state committees, commissions and authorities; assisting Director of Public Works in explaining and interpreting complex division policies; supervising and participating in the preparation and administration of assigned budgets; identifying, developing and pursuing funding sources; performing related work as necessary; representing and advocating for the City at the Alameda County Transportation Commission; working with the Metropolitan Transportation Commission, Alameda County Transportation Commission, Caltrans and other outside agencies to identify grant opportunities; leading and fostering the City's implementation of bicycle and pedestrian initiatives; providing staff-level support and assistance to Alameda-Contra Costa Transit District; meeting and collaborating with community groups and members of the public; coordinating the City's Transportation Division activities with other City departments; representing and advocating for the City's issues related to the Union Pacific Railroad's Capital Corridor; developing and implementing strategies to promote and improve the safe, orderly and efficient movement of pedestrian and vehicular traffic; managing transportation data collection, tabulation and analysis; and providing reports as required or requested.

Core competencies include knowledge of principles and practices of effective employee supervision; principles of organization, administration, budget and planning techniques; applicable federal, state and local laws, regulations, codes and ordinances; principles and practices of analytical research, project management and contract administration; techniques and principles of effective interpersonal communication; principles and methods of report writing and presentations; principles, practices and techniques of transportation planning and traffic engineering; and transportation funding processes, identification of funding sources and preparation of competitive grant proposals. Ability to select, supervise, train and evaluate professional, technical, and administrative personnel; communicate clearly and concisely; prepare, implement, administer and monitor complex budgets; address issues knowledgably and tactfully; organize and manage multiple tasks and assigned work functions; understand, interpret, explain and apply pertinent laws, rules, regulations, policies and procedures; exercise sound independent judgment; establish and maintain excellent working relationships; prepare and supervise preparation of engineering documents, comprehensive technical reports, CEQA studies, requests for proposals, professional services agreements, contract plans and specifications, grant applications and other budget documents; serve as the City's representative and advocate for regional transportation, congestion and funding management; and apply transportation planning and traffic engineering knowledge to direct and manage varied transportation programs.
