The IT department supports Population Health, Environmental Health, and the San Francisco Health Network. It maintains infrastructure and applications, implements new services, and supports the mission of promoting and protecting the health of all San Franciscans.

Job Description

Under the direction of the Third Party and Integration Team Director, the IT Integration, Application Development, and ADS Manager plans, directs, and coordinates operations of integration platforms, internally-developed applications, and MS SQL Server databases. The role may manage projects across lines and has supervisory responsibilities with performance evaluations, training, selection, and disciplinary actions. Scope includes 3 direct reports and supervision of a total team of 15+ employees.

Duties and Responsibilities
  • Organize, direct, and supervise the work of subordinate staff, managing four teams:
    • Interface Team – supporting Rhapsody, EPIC Bridges, and Data Courier
    • Application Delivery Services (ADS) – MS SQL Server database administrators
    • Application Development – developing in .NET, PowerApps, and API development and support
  • Participate in developing and implementing goals, objectives, policies, priorities, and procedures for the assigned teams. Goals should be S.M.A.R.T. and aligned with the IT Strategic Plan.
  • Oversee strategic roadmap for critical inpatient and biomedical systems and collaborate with IT Owners and Business Owners to develop roadmaps for DPH contract scoping.
  • Collaborate across the department to ensure governance and accountability with IT partners including the DPH IT Contracts Department, UCSF clinician stakeholders, Office of Health Informatics, and application teams.
  • Ensure projects meet timelines; communicate milestone status regularly to the Director of the Third-Party Applications and Integration Team.
  • Prepare and administer budget(s) – review invoices, participate in annual budget reviews, and manage purchase orders.
  • Represent the department at meetings.
  • Coordinate training programs; design, fund, schedule, and arrange external trainers.
  • Serve as liaison for data processing activities; coordinate sharing of common software applications and data.
  • Develop performance plans for direct reports; provide coaching and feedback. Offer technical guidance and support.
  • Install new devices and software; coordinate installation plans with vendors and stakeholders.
  • Monitor, analyze, and resolve system problems across varied environments (PC networks, mainframes, etc.).
  • Coordinate consultants for hardware and software purchases; establish custom software applications.
  • Ensure staff meet KPIs defined in Service Level Agreements; create and review SLAs as needed.
  • Perform complex system administrator functions for computer and communication systems.
  • Prepare specifications, manage vendor accounts, and recommend consulting services for equipment maintenance contracts.
  • Participate in hardware/software reviews; provide recommendations for new purchases.
  • Participate in Application Lifecycle Management; ensure applications stay current and minimize negative impacts.
  • Maintain expertise in application integration and interface services; support DPH's Population Health, Environmental Health, and the San Francisco Health Network third-party application services.
  • Perform other duties as assigned.
Minimum Qualifications
  • Seven (7) years of experience in system administration, information systems development, maintenance and support, or IT project management.
  • Four (4) years of Healthcare IT experience.
  • Two (2) years of supervisory experience; one‑year full‑time employment equals 2,000 hours.
  • Associate degree in computer science or a closely related field, or equivalent credit hours and specialized coursework.
Desirable Qualifications
  • Experience managing multiple diverse technical teams.
  • Experience developing strategic plans, project timelines, and roadmaps.
  • Experience with Integration Platforms (Rhapsody, EPIC Bridges).
  • Experience with Epic Data Courier, interoperability standards, APIs, HL7, FHIR, PowerApps, MS SQL Server.
  • Experience with Epic App Orchard, API platforms.
Selection Process

Qualified candidates will complete an exam. Candidates will also experience behavioral consistency tests and may be required to provide documentation of qualifications.
