Under the direction of Rising Scholars-Juvenile Justice Director, the 1840 Junior Management Assistant is responsible for supporting, maintaining, and overseeing the daily operations of the Rising Scholars Programs, which includes, but is not limited to, coordinating all resources and program elements. Rising Scholars provides academic and counseling support to both youth and adults currently housed in the San Francisco Youth Justice Center and in San Francisco County Jails and to formerly incarcerated students navigating reentry into the San Francisco community and onto campus. Essential functions are assisting with managing/coordinating the daily operations of the program, budgeting, evaluating, and implementing policies and procedures, serving as lead and a resource for the Rising Scholars and Juvenile Justice Program.
The Junior Management Assistant facilitates the enrollment of formerly and currently incarcerated students into the program, assesses students' eligibility for services, assists in evaluating the basic and academic needs for qualifications into the program, referral to tutorial needs, and familiarizes them with any CCSF services such as EOPS/NextUp, SparkPoint, HARTS, Financial Aid, Admissions & Records and external partners (including but not limited to the San Francisco's Juvenile and Adult Probation Departments, San Francisco State University, and the SF Public Defender's Office) in coordinating the unique needs of our Rising Scholars students and achieving the goals of the Rising Scholars and Juvenile Justice Program.
Job Duties

Essential Functions:
* Assists in the preparation of fiscal reports (e.g. monitoring expenditures, maintaining budget, reconciling accounts, financial analysis, gathering information, preparing reports, etc.) for the purpose of ensuring compliance with college and departmental policies, rules and regulations.
* Coordinates and manages office calendar at some sites (e.g. meetings, appointments, etc.) for the purpose of scheduling and organizing staff daily activities and responsibilities.
* Maintains a variety of manual and electronic files and/or records (e.g. statistical data, program reports, etc.) for the purpose of ensuring the availability of documentation.
* Manages office and coordinates clerical & technical support activities by assigning and evaluating a variety of clerical/administrative functions, such as, data processing, inventory control, distributing or reproducing reports, performing personnel, purchasing & billing functions, invoices, statements, coordinating building security and maintenance, and facilities management for the purpose of ensuring efficient and effective department operations.
* Manages academic or student support and coordinates clerical & technical support activities (e.g. data processing, inventory control, distributing and/or reproducing reports, purchasing, billing, invoicing, coordinating building security, maintenance and facilities management, etc.) for the purpose of providing or receiving information, supporting the needs of the department, and ensuring completion of assignments within established policies and guidelines.
* Participates in meetings, workshops, trainings, and seminars for the purpose of conveying and/or gathering information required to perform functions.
* Performs management functions (e.g. operations, budget, planning, coordinating, supervising, and/or evaluating activities of assigned staff, etc.) for the purpose of ensuring the accomplishment of department goals.
* Processes payroll for student workers, classified employees, and faculty for the purpose of complying with departmental regulations, procedures and policies in a timely manner.
* Responds to inquiries from a variety of sources (e.g. administrators, department chairs, faculty, students, the public, etc.) for the purpose of providing information and/or providing guidance.
* Supervises staff and the daily operations of classified employees and student workers (e.g. delegating and reviewing work assignments, coordinating duties, assisting with performance evaluations, etc.) for the purpose of ensuring skills and abilities align with program needs and procedures, policies and regulations are followed.
* Trains faculty, classified employees and students in the use of the department systems for the purpose of ensuring appropriate use of system and policies and regulatory guidelines that are utilized in accomplishing assigned functions.
* Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the department.
Minimum Qualifications
MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education:
Possession of a baccalaureate degree from an accredited college or university.
Substitution:
Qualifying experience performing professional-level administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, or contract/grant administration may substitute for the required education on a year-for-year basis. One (1) year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

* Bilingual (fluent in English and Spanish).
* Minimum of one year of experience working with transition-age youth and/or adults who are currently and formerly incarcerated and/or are experiencing substance use disorders, mental illness, homelessness, or related challenges.
* Experience working with individuals or groups impacted by the criminal justice system, violence, poverty, racism and or mental/illness.
* Interest in engaging and connecting with a diverse, high-need community of adults and young adults.
* Desire and ability to work from a strength-based, client-centered model with an emphasis on enacting harm reduction practices and on providing non-judgmental encouragement to clients
* Ability to work cooperatively on a multi-disciplinary team, and to work with clients from different ethnic and cultural backgrounds.
* Proficient in Outlook, Microsoft Office and Google Drive. Ability to utilize current and emerging technology to enhance programs and services and administer website updates and other programmatic requirements as needed.
* Excellent oral and written skills.
* Ability to effectively organize and present information in group settings.
* Ability to work effectively both independently and collaboratively.
* Verifiable clean driving record. (May be required to visit or attend meetings at correctional facilities located in the Bay Area 2-6 times per year.)
* Valid California Driver's License, insurance, and ability to travel as required to perform duties. Community outreach and visits to county and juvenile hall facilities may be required.
* Experience conducting community outreach and engagement activities.
Benefits
1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full year (260 days/year) work schedules are granted, as paid days off, the days between Christmas and New Year's Day, as well as an additional five (5) paid days off during spring break. Eligible school- term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year's Day shall be granted three (3) paid days off to be scheduled by mutual agreements between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.
2. New employees hired on or after October 1, 2013, will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
