Position: Supervising Air Quality Engineer

This open recruitment is for one (1) full‑time, represented position in the Source Test Section. The role supervises the section's air‑quality engineering staff and performs highly complex, specialized program assignments. The incumbent also coordinates or performs field, shop, and office source‑test program duties—including equipment purchase specification, data reduction and analysis, workgroup participation, and report preparation.

Source Test Section

The Source Test Section conducts source‑emission tests at regulated facilities to determine compliance, develop emission factors, and gather information. Facilities commonly tested include petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing sites. The section also provides regulatory oversight of facility continuous emission monitoring systems (CEMS), contracted source testing, and special testing or measurement projects.

Under direction, supervises the staff and participates in assigned air‑quality engineering activities across various District functions; performs related work as assigned.

Distinguishing Characteristics

This class is a working supervisor that provides both supervision and professional engineering services in support of District goals and objectives. Incumbents ensure adherence to the District's policies and procedures while performing air‑quality engineering activities. This class is distinguished from Air Quality Engineering Manager in that the latter holds managerial responsibility for staff and activities of an assigned section.

Examples of Duties for this Position

• Supervise and participate in field‑engineering compliance audits and operational tests.
• Supervise and participate in source testing and sampling; analyze results and prepare reports; observe and audit private contractor tests.
• Assign, supervise, review, and evaluate the work of professional, technical, and support staff.
• Supervise and participate in review of permit applications and recommend permit issuance or denial.
• Supervise and participate in review and issuance of Federal Title V permits; recommend and implement regulatory changes and system developments to comply with the Federal permitting program.
• Research and develop new/revised rules and procedures for air‑quality regulation; determine emissions, potential emission reductions, and cost of controls; establish control level and technology; write proposed regulation; prepare technical assessment reports; conduct workshops; deliver public presentations.
• Represent the District in meetings with the public, industry, and other agencies.
• Supervise and participate in development of emission factors for complex facilities.
• Participate in selection of assigned staff and provide training and professional development.
• Handle hearing board matters involving variances, order of abatements, and public nuisances.
• Supervise and participate in toxic‑risk screenings and assessments.
• Conduct technical seminars for industry and other agencies.
• Coordinate the District's response to public and industry inquiries regarding regulation interpretation, permitting, compliance measures, and emission‑calculation methods in person, by telephone, and in writing.
• Testify as an expert witness before the Hearing Board.

Minimum Qualifications

Education and Experience

• Graduation from a four‑year college or university with major coursework in environmental, chemical, mechanical, or petroleum engineering—or a closely related field—plus four (4) years of air‑quality environmental engineering experience.

Other Requirements

• Valid California driver's license.
• Physical requirement: must pass a physical exam and meet the requirements of a lift test for occasional physical duties.
• Company vehicle will be provided for business use and must be taken home daily; the employee will be responsible for maintaining the vehicle per the District Vehicle Policy.
