The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San?Franciscans. SFDPHs work is carried out through the San?Francisco Health Network and Population Health.


Role Description


Under general supervision, the Patient Accounts Clerk collects payments on delinquent accounts for services rendered to patients of the Department of Public Health.


Essential Duties



  • Review and edit bills and claims to ensure accuracy and completeness.

  • Collect payments on outstanding accounts according to predetermined schedules.

  • Perform technically difficult or complicated billing, accounts receivable, or collections work, including preparing spreadsheets for difficult accounts.

  • Compile information and prepare documents for transferring outstanding accounts to the Bureau of Delinquent Revenue of the Tax Collectors Office.

  • Handle specialized accounts such as full bill accounts and those involving lawsuits and estates.

  • Communicate with patients, physicians, insurance representatives, and other stakeholders to collect payments.


How to Qualify


Minimum Qualifications Required



  • 18 months (3,000 hours) of experience in billing, claims processing, and/or collecting healthcare service reimbursements from Medicaid, Medicare, insurance, third?party payors, and individual payors.

  • Completion of fifteen (15) semester units or twenty?two (22) quarter units of medical billing?related coursework from an accredited college or university may substitute for six (6) months of qualifying experience.

  • Applicants must meet the minimum qualification requirements by the final filing date.

  • One year of full?time employment equals 2,000 hours of qualifying work experience.


Selection Procedures


Applicants deemed qualified will complete all subsequent steps of the selection process, including a written, multiple?choice examination (100% weight) covering billing regulations, reimbursement priorities, accounts receivable procedures, credit interviewing techniques, mathematical calculations, regulatory knowledge, judgment and communication skills.


Passing the examination is required to continue in the selection process. Additional selection processes may be conducted by the hiring department.
