DESCRIPTION

THE DEPARTMENTThe Alameda County Social Services Agency (SSA) is comprisedof almost 2,400 men and women working collectively and in partnership withcommunity-based organizations, neighborhood groups and policy makers to servethe needs of the community. SSA provides services through its administrationand operating departments. Administration includes Finance, Government andCommunity Relations, and Human Resources. SSA's operations includes Adultand Aging Services, Children and Family Services, and Workforce and BenefitsAdministration.The Social Services Agency assists one out of four ofAlameda County's residents. The mission of the Social Services Agency is topromote the economic and social well-being of individuals, families,neighborhoods, and communities.To learn more about the Alameda County Social ServicesAgency, please visit the website at POSITIONChild Welfare Worker IIs in Alameda County provide intensiveassessment, case management and/or casework services toward providing the moststable home environment for children who have been or are in danger of beingabused, neglected or abandoned. They perform social casework of an advancednature for children and families while dealing with complex problems under thetime limitation and responsibility imposed by court action; and perform relatedduties as required.Child Welfare Worker II positions are located in the SocialServices Agency, in the Department of Children and Family Services.THE IDEAL CANDIDATEThe ideal candidates for the position of Child WelfareWorker must possess knowledge of the laws and principles related to childwelfare. They must possess a broad knowledge and understanding of normal childdevelopment and how trauma impacts the developmental process. The successfulcandidates will have the skill and ability to conduct client interviews,assessment and crisis intervention activities. They will understand normalfamily functioning and how this functioning is impacted by trauma and loss. Incumbentsin the position will exercise sound judgment in making diagnostic riskassessments and decisions regarding placement of children and handlehigh-pressure, crisis situations professionally and be able to extractappropriate information during such situations. They must be able to work witha variety of individuals with varying degrees of mental health functioning,literacy, coping abilities and life skills. They must have the ability tounderstand the role of the Agency in the treatment plan and the Social ServicesAgency's policies, procedures, programs and services and be able to articulatethis understanding to their clients.In addition, the ideal candidate must possess the following:knowledge of community resources,the ability to set limits to assist clients intaking steps toward greater self-sufficiency,the ability to write clear, concise anddescriptive reports under time restraints,strong written and verbal communication skills,the ability to work well under pressure anddisplay sound time management techniques,an appreciation for diversity.For more detailed information about the job classification, visitChildWelfare Worker IIjob specification.

MINIMUM QUALIFICATIONS

EITHER IExperience:The equivalent of one (1) year of full-time experience as a Child Welfare Worker I in the Alameda County classified service.ANDRecommendation for promotion based on recent performance evaluations.OR IIEducation:Possession of a master's degree in Social Work from an accredited school of social work, which included a supervised field placement providing social casework and counseling services to individuals and families.OR IIIEducation:Possession of a master's degree from an accredited college or university in Counseling, Clinical Psychology, Sociology, Education or an equivalent field (Vocational Rehabilitation majors not acceptable).ANDExperience:Satisfactory completion of two (2) semesters of supervised field work in an agency involved in the provision of direct services to families or children in one of the following or closely related areas: child welfare, family counseling, juvenile probation, pediatric social work, alcohol and drug counseling, school social work, or school counseling.ORExperience:The equivalent of six (6) months full-time post baccalaureate professional work experience which involved the provision of direct services to families or children in one of the areas previously described.License:Possession of a valid California Motor Vehicle Operator's license.NOTE:The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

The most suitably qualified candidates willpossess the following competencies:Knowledge of:Principlesof sociology and psychology relating to normal and abnormal human behaviorand family and community dynamics.Childdevelopment and parenting skills.Interviewingtechniques, including crisis intervention and counseling methods.Therole of the Agency in the treatment plan and the Social Services Agency'spolicies, procedures, programs and services.Communityresources.Legaldefinitions of sexual molestation, physical abuse, general neglect,incest, failure to thrive, emotional abuse, medical neglect and otherdetails of laws relating to child abuse reporting and other related areasof law.Ability to:Workcooperatively with varying interests and coordinate them towards achievingcase plan and solving problems.Setlimits to assist clients in taking steps toward greater self-sufficiency.Writeclear, concise and descriptive reports under time restraints.Exercisesound judgment in making diagnostic risk assessments and decisionsregarding placement of children.Dealeffectively with hostile, disorganized or aggressive clients.Acceptsupervision and consultation.Handlehigh-pressure, crisis situations professionally and extract appropriateinformation in such situations.Learnand use various computer applications such as word processing anddatabases.

EXAMINATION COMPONENTS

The examination will consist of the following steps:1.A review ofapplicant'sapplicationandsupplemental questionnaireto verify possession of minimumrequirements. Those candidates who possess the minimum requirements for theclass will move on to the next step in the examination process.2.An oral in-person interview which will beweighted as100% of the candidate's final examination score.
