Overview

The Port of San Francisco is seeking one Project Manager I for the Waterfront Resilience Program (WRP). This is a Temporary Exempt (TEX), Full-Time position with an anticipated duration of up to three (3) years. Position is excluded from the competitive civil service examination process and incumbents are at-will and serve at the discretion of the Appointing Officer.

Location: Port of San Francisco. The Port is an enterprise agency of the City and County of San Francisco.

The Port's Waterfront Resilience Program will deliver waterfront resilience plans and smaller, complex urban waterfront resilience projects through pre-design, detailed design, entitlements, bidding, construction, and closeout. The position will support senior Project Managers on larger projects with a focus on urban design and stakeholder engagement.

Job Description

This Project Manager I position is one of several project management roles within the WRP. Under the direction of a WRP Deputy Program Manager, the incumbent will support successful design and delivery of complex waterfront plans, projects, and technical studies. Responsibilities include advancing Early Projects to improve earthquake safety and flood resilience, coordinating with the US Army Corps of Engineers (USACE), City partners, and public stakeholders, and developing a Recommended Plan for waterfront adaptation through the San Francisco Waterfront Coastal Flood Study (Flood Study). The role may include managing one or more smaller projects, or serving as an assistant project manager on larger projects.

WRP projects are located along the urban Port waterfront and may include rehabilitation, earthquake retrofitting, flood proofing, new facilities and waterfront infrastructure, and the planning and design of public spaces, utilities, roadways, and maritime infrastructure and buildings. Key aspects include infrastructure programming and design, coastal flood defenses, streets/public spaces design, and public/stakeholder engagement.

Responsibilities

• Plan, organize, and direct all or part of complex Waterfront Resilience plans and projects during planning, concept design, detailed design, contract documentation, construction, and closeout.
• Manage multi-disciplinary staff across organizational boundaries including consultants, agency and City staff, and contractors.
• Prepare, monitor, and control project scope, budget, funding plans, schedules, and expenditure forecasts.
• Coordinate review of presentations, studies, plans, and design submittals; resolve conflicting reviewer comments and track resolutions.
• Track and report project progress, issues, risks, and decisions.
• Resolve project issues and secure timely decisions, escalating as needed.
• Present to internal/external stakeholders, the Port Commission, and other City agencies/boards.
• Lead public and stakeholder outreach and coordinate with Port communications on messaging.
• Prepare requests for proposals, negotiate and monitor consultant contracts, and develop MOUs and project charters with city agencies.
• Participate in program development and monitor goals, KPIs, risks, and budgeting.
• Recommend improvements to speed, efficiency, or quality of project delivery.
• Participate in managerial meetings with Port Divisions and other city agencies as needed.
• Review workload and assign to project staff and interns; manage Environmental Review processes and permits/regulatory approvals.

Qualifications

• Bachelor's degree in architecture, engineering, or planning plus four (4) years of relevant experience, OR
• Bachelor's degree in another field plus six (6) years of relevant project experience, OR
• Eight (8) years of architectural, engineering, or construction management experience relevant to the project, OR
• California professional engineer or architect registration.

License

Possession of a valid California driver's license (to be presented at time of appointment). Employees must be insurable under the Port's automobile liability insurance; insurability must be maintained throughout employment.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Overtime hours are not included in the calculation for full-time employment.
