The San Francisco City Attorney's Office is seeking a qualified attorney to join the Health & Human Services Team.

Current policy offers a hybrid remote schedule for eligible employees, with three days onsite and up to two days remote. This schedule may adapt to Citywide standards of four days onsite.

About the Health & Human Services Team

The Health & Human Services Team is a collaborative group of nine attorneys, one paralegal, and two legal secretaries. The team provides general counsel for the Department of Public Health, the Human Services Agency, the City's programs for people experiencing homelessness, and other health-related City departments. This includes work with public hospital facilities, clinics, and street medicine teams; the Medical Examiner's Office; Jail Health; the Health Officer and Population Health; and several City departments including the Department of Disability and Aging Services (DAS), DCYF, Environmental Health, and HSH. Tasks include handling Medical Probate petitions, TB civil detention petitions, involuntary mental health hold petitions, Health Officer orders, and related litigation and enforcement matters.

The team also advises the Mayor's Office, the Board of Supervisors, and other City officials on health care and human service programs. Responsibilities include providing general legal counsel related to privacy and compliance, health care issues, and regulatory oversight of facilities and professionals; interpreting federal, state, and local laws; drafting legislation; drafting and approving contracts and advising on procurement; advising health commissions and policy bodies; and assisting with day-to-day legal issues in major City departments, including public meeting and records laws.

Certain matters involve specialized expertise and may be referred to other teams. The Trial Team generally handles litigation for these departments; the Labor Team handles personnel and employment matters with assistance from the Health & Human Services Team.

Deputy City Attorney Position and Responsibilities

Attorneys are assigned a mix of client work and projects. Assignments change over time based on client needs and attorney interests. Responsibilities include issue spotting, legal research, client communication, document drafting and review, and other tasks as needed.

Minimum Qualification

  • Licensed to practice law in California.

Desired Qualifications

  • At least seven years of experience in the practice of law.
  • Experience advising on legal issues related to daily hospital operations, including patient care, consent, bioethics, risk management, medical staff issues, and licensing and certification.
  • Experience advising covered entities and business associates on HIPAA Privacy and Security Rules, including breach protocols.
  • Familiarity with federal and state privacy laws protecting information related to public benefit programs.
  • Demonstrated experience handling complex matters with strong writing, research, and analytical skills.
  • Ability to thrive in a fast-paced environment with shifting priorities; excellent organizational, oral, and written communication and advocacy skills.
  • Ability to manage an active caseload and adapt to workload changes; good judgment and ability to multi-task and meet deadlines.
  • Strong interpersonal skills and a positive attitude; experience handling a high volume of contracts; commitment to diversity and inclusion.
  • Team-oriented and able to work collaboratively; experience with legal technology tools for document review and redaction; government experience and knowledge of public meetings and public records laws.

Salary and Benefits

The Deputy City Attorney position has a 16-step salary scale ranging from $153,140 to $268,320. The successful applicant is placed on a salary step based on years of experience.
