This hybrid role combines business strategy, technical expertise, and program delivery discipline to ensure successful implementation of complex initiatives in the electric, gas, or water utility sectors. The role involves leading cross-functional utility modernization programs with emphasis on GIS integration, business process transformation, and enterprise systems alignment. This position requires strong strategic leadership alongside program execution oversight, especially for GIS and utility transformation initiatives.
What you will do
- Translate utility business strategies into enterprise decisions and requirements that align solutions with GIS and operational objectives.
- Contribute to the design of current and future state architecture with a focus on geospatial systems, enterprise data flows, and business process optimization.
- Develop architectural blueprints, capability models, and data flow diagrams to guide solution design and delivery.
- Act as a thought leader in spatial data management, utility network modeling, and digital grid initiatives.
- Build and drive relationships with key partners to ensure effective project execution, including strategic, delivery, and tactical decisions.
- Mentor project resources and participate in performance management processes.
- Lead end-to-end delivery of enterprise-wide GIS and utility transformation programs, ensuring alignment with business goals, timelines, and budgets.
- Manage cross-functional teams of architects, developers, analysts, and third-party vendors.
- Collaborate with PMO to track and build program plans, resource allocations, budgets, and risk registers.
- Facilitate stakeholder engagement, including executive steering committees, to ensure buy-in, transparency, and successful change management.
- Serve as the main point of contact for executive sponsors, business leaders, and technical teams.
- Facilitate workshops, steering committees, and status reporting to ensure transparency and issue resolution.
- Support organizational change management, training, and communication strategies to drive user adoption and minimize disruption.

Education and/or Experience
- Bachelor's degree and Master's degree in related discipline (e.g., Information Technology, Computer Science, Systems Engineering, Software Engineering, Electric Engineering, Mechanical/Civil Engineering or equivalent), or equivalent utility and consulting work experience.
- 10+ years of experience in technical or enterprise architecture in the utility industry (electric, gas, or water).
- 5+ years of experience in program or project management delivering large-scale, cross-functional utility/GIS initiatives.
- Proven experience with GIS platforms such as Esri ArcGIS Enterprise, GE Smallworld, or Hexagon.
- Experience integrating GIS with utility systems such as CIS, OMS, SCADA, or ERP platforms (e.g., SAP, Oracle).
- Demonstrated success leading IT transformation, grid modernization, or advanced asset/data management programs.
- Deep understanding of spatial data models, utility network modeling (UNM), and asset lifecycle management.
- Familiarity with cloud-based GIS and IT architectures (Azure, AWS, Esri Cloud).
- Proficiency in architecture modeling tools (e.g., Sparx EA, ArchiMate, Visio) and project management tools (e.g., MS Project, JIRA, Smartsheet).
- Knowledge of Agile, Waterfall, and hybrid delivery methodologies.
- Strong leadership, strategic thinking, and systems integration skills.
- Excellent stakeholder communication and relationship management.
- Ability to balance long-term vision with immediate project execution.
- Comfortable working in matrixed organizations and cross-functional environments.
- Familiarity with Agile implementation methodologies and artifacts, working knowledge of solution architecture multi-view methodologies and software tools used to generate them, and ability to pragmatically apply system engineering and software engineering methodologies to fit the needs of utility clients.
- Strong PC skills including standard MS Office applications and Microsoft Project.
Location
Location: Travel is expected 3-4 weeks per month to support a Bay Area client; travel variability depends on client and project requirements.
Compensation and Benefits
Base pay range: $150,000.00/yr - $170,000.00/yr. Compensation range noted is provided by UDC and may vary based on skills, experience, and location.
