As part of the continued growth and innovation of our Capital Project Delivery service offering, ERM has an opportunity for an experienced biologist / regulatory specialist to join our thriving global consulting firm as a Consulting Director, Planner / Regulatory Specialist, Power and Renewables.

The ideal candidate will have experience conducting and leading environmental permitting efforts with California utility companies, along with technical expertise in natural resource permitting, CEQA / NEPA, and large-scale capital projects in California. We seek an individual to help us drive the continued growth of ERM's business through selling and delivering world-class services, and further advancing our reputation for supporting the development of some of the world's most complex projects.

ERMS CAPITAL PROJECT DELIVERY SERVICE :

ERM's Capital Project Delivery (CPD) team supports development of projects across sectors like power, technology, telecommunications, mining, chemical, transport, and infrastructure. Our goal is to assist clients in achieving project success from planning through construction and operation, while managing environmental, social, health, and cultural impacts. By integrating these considerations early in project planning, we help clients meet environmental/social performance objectives, reduce costs, and avoid delays.

ERMs CPD service has been ERM's highest growth area globally, expanding over 20% annually for the past 5 years. You will join a vibrant community of over 1,000 CPD professionals worldwide, covering diverse technical disciplines and sectors. ERM is known for supporting some of the most challenging development projects globally, which attracts and retains highly skilled consultants.

RESPONSIBILITIES :

  • Serve as Expert Biologist / Regulatory Specialist for environmental impact assessments under CEQA and NEPA, and natural resource permitting for ERM clients' capital projects (e.g., data centers, power generation, electrical transmission, renewable energy).

Oversee preparation of technical studies and impact assessment documents, including Environmental Impact Reports (EIRs) and Mitigated Negative Declarations, acting as program manager, lead technical expert, or QA/QC.

  • Lead programs to develop permit strategies, specify best management practices, oversee permit applications, and negotiate with agencies.
  • Manage permitting and compliance for telecom, energy infrastructure, and linear development projects, focusing on agencies like U.S. Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, California Fish and Wildlife, and Regional Water Quality Control Board.
  • Contribute to account teams, diversifying ERM's services and shaping client engagement strategies. Collaborate with Account Directors/Managers on client development, sales, and service delivery to add strategic value in electric/gas transmission and generation markets.
  • Mentor staff consultants, oversee project work, identify emerging talent, and support their development.
  • Work collaboratively to build ERM's global business, lead client and practice teams, and drive innovation in impact assessment and planning services.
  • Ensure compliance with safety standards, financial targets, project budgets, client expectations, and contractual requirements.
  • REQUIREMENTS :

    • BS in biology, environmental science, or related field.
    • 8+ years of consulting experience, especially with California electric/gas transmission and generation markets.
    • Business acumen to understand risks, challenges, and opportunities for enterprise solutions.
    • Proven track record in delivering large environmental programs or winning strategic projects.
    • Established relationships with California utility companies like PG&E, SCE, and Sempra.
    • Ability to develop new client relationships and collaborate with account teams.
    • Deep understanding of impact assessment issues in California's energy markets, with technical expertise in CEQA/NEPA and familiarity with California Public Utilities Commission General Order 131-D.
    • Recognized technical reputation and positive relationships with regulators.
    • Strong leadership skills and a passion for team development.
    • Positive, collaborative attitude focused on ERM's success.

    PREFERRED REQUIREMENTS :

    • MS in biology, environmental science, or related field.
    • 15+ years of consulting experience, especially in California's energy markets.

    Annual base salary range: $138,383 - $198,146 USD, based on factors such as education, experience, location, and performance. Bonus eligibility may apply.
