Job Description And Duties

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.

This Limited Term, Assistant Deputy Director (ADD), CLS Operations provides administrative oversight in quality improvement policies and plans, managing large-scale quality improvement projects, leading fiscal, budget, and Human Resource (HR) drills, preparing fiscal reports for audits, and oversight for contracts and procurements that are specific to laboratory functions. In addition, the ADD may represent the Deputy Director with CDPH leadership, community partners, business groups, other government agencies, and stakeholders.

Desirable Qualifications

  • Demonstrate ability to lead multi-unit, cross-functional teams within a centralized or multi-site laboratory system.
  • Experience setting strategic priorities and ensuring alignment with agency mission and regulatory requirements.
  • Expertise in budget development, fiscal oversight, contract administration, and resource allocation for large-scale technical or scientific operations.
  • Skilled at building collaborative relationships with laboratory directors, program managers, executive leadership, and external partners.
  • Ability to optimize operational efficiency while maintaining compliance with state and federal regulations.
  • Experience managing large-scale administrative improvement projects, such as laboratory consolidation, workflow redesign, or technology upgrades.
  • Knowledge of change management principles to ensure smooth adoption of new processes.

Eligibility Information

If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position. Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPHs Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employees designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
