Description
The Senior Program Manager, Community Programs is responsible for the program management, planning, and collaborative evaluation of First 5 Alameda County's community-centered initiatives. Reporting to the Director of Community Programs, this role oversees the development, implementation, and continuous improvement of key strategy areas-currently including Parent Partnerships, Neighborhoods Ready for School, and Fatherhood programs. The Senior Program Manager provides leadership in translating programmatic vision into actionable plans and leverages data to guide implementation, ensure accountability, and advance equity, sustainability, and measurable impact.
Program Management & Implementation
- Provides general oversight and support to Community Programs, ensuring effective program management, contract compliance, and equitable distribution of work across staff.
- Plans, implements, and directly manages operations of one or more projects/programs assigned to this position.
- In collaboration with the Director and Program Managers, develops and monitors workplans for program development, contraction, and integration across Community Programs, F5AC strategies, and the agency as a whole, incorporating best and promising practices.
- Assists in developing and monitoring program plans with trackable outcome measures, recommending adjustments as needed.
- Works closely with the Director, Program Managers, and other staff to ensure daily program operations align with strategic objectives.
- Identifies challenges and risks associated with program delivery and proactively implements solutions in partnership with the Director and Program Managers.
Strategic Planning & Coordination
- Participates in agency oversight and planning meetings, including strategic planning and other high-level agency initiatives.
- Co-leads team meetings across Community Program strategies to ensure coordinated implementation of the F5AC strategic plan.
- Coordinates involvement of contract/budget liaisons, evaluation staff, and Program Managers in program planning and implementation.
- In collaboration with the Director, Program Managers, and budget liaison, develops and oversees the overall budget for strategy programs, supporting Program Managers in managing individual program budgets and liaising with fiscal and administrative staff.
Data, Evaluation & Policy
- Uses data, research, and evaluation strategically to guide equity-focused program design, continuous quality improvement, sustainability, and systems change.
- Collaborates with evaluation and data teams to support program assessment and provide data for internal and external deliverables.
- Monitors program performance with Program Managers, reporting progress and recommending course corrections as needed.
- Identifies emerging policy issues impacting programs and coordinates with the Policy and Communications team for action.
Community Engagement & Partnerships
- Develops sustainability plans in collaboration with agency leadership and Program Managers; engages partners to support program design, delivery, and coordination of services.
- Represents F5AC in community-based initiatives, ensuring strategic 0-5 representation and communication back to the agency.
- Promotes clear and consistent communication and collaboration within the division, across the agency, and with external partners.
Supervision & Staff Development
- Provides supervision to staff, supporting professional development, training, and career growth while holding self and others accountable for high-quality work and goal achievement.
QualificationsMinimum Qualifications Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be
- A minimum of eight years of full-time progressively responsible experience in a public or private organization, a community development agency or an education institution. Experience must include the responsibility for program management, program planning and/or evaluation. At least two of the five years of required experience must have been at a supervisory level; strongly prefer experience supervising professional or managerial level staff.
- A Bachelor's degree from an accredited college or university in public health or administration, public policy, child or human development, social work, psychology, or a field related to strategy focus may be substituted for 4 years of required experience. A Master's degree may be substituted for an additional year of experience.
Additional Requirements Travel within Alameda County as necessary to carry out job duties. Some travel outside Alameda County is occasionally required.
Knowledge of: - Principles and practices in the field of early childhood and systems of care
- Applicable state laws, rules and regulations

- Program development and evaluation methodologies
- Principles and practices of contract negotiation, development and management
- Budgetary creation and financial recordkeeping procedures
- Proficiency in Microsoft Office Suite

Please note: - We are currently working a hybrid 2 day per week in-office scheduleand employees also come to the office to attend meetings and as requested.
- All First 5 employees must live and work in California.
The salary range for this position is $114,000 to $158,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range
