Executive Director, Enterprise Digital and Web Solutions

This strategic leadership position over Digital and Web Solutions reports to the UCSF VP & Associate CIO Enterprise Systems will lead the strategy, development and execution of the organization's digital experience, web portal, and software platforms. This role oversees a multidisciplinary team responsible for delivering scalable, secure, and user-centric digital products, including enterprise web portals(e.g. Drupal, Adobe Experience Manager), cloud-native applications, and emerging AI-driven solutions

The ideal candidate brings strong technical expertise, exceptional leadership skills, and a forward-thinking vision to drive digital transformation across the organization.

Works with the Associate Chief Information Officer and other UCSF leaders to develop overall Digital and Web Solutions strategy in the context of institutional strategy, collaborative relationships with UCSF leaders that influence how systems enables automated, secure, and improved customer experiences; define and enhance agile methodologies and practices for the development life cycle management in line with industry best practice and continuous iteration and process improvement, direct staff and develop their skills/capabilities to meet the needs of UCSF.

This role is a critical component to the success of UCSF and requires an experienced IT leader with strong leadership, communications, and management expertise along with a strong contextual knowledge of how IT is used within the clinical, research and education enterprise. UCSF and the UC System are in a highly dynamic era with extraordinary demands for new IT services and this role is central to providing information and analysis that inform decision-making at all levels of UCSF IT and business leadership.

Represents the UCSF Campus and Health System in local and systemwide meetings as well as at the national level in appropriate forums. Recognized as an influential leader, providing leadership in the effective application of technology at the enterprise level. Makes final decisions for the organization and ensures achievement of objectives. More detailed scope definition follows.

Essential Job Duties and Responsibilities:

Strategic Leadership

  • Define and execute a comprehensive digital and web solutions strategy aligned with organizational goals.
  • Lead digital innovation efforts, including the integration of AI, machine learning, and automation into web and software platforms.
  • Champion user experience (UX), accessibility, and inclusive design across all digital properties.
  • Represent the UCSF Digital and Web Solutions at executive and managerial levels across UCSF and UC.
  • Represent the ACIO when needed, operate with a high level of autonomy, and make key decisions independently and in support of the guiding principles and values of the organization.
  • Works as an advocate/advisor with campus and health leadership, and faculty to make recommendations to ensure innovation and quality of the systems and experiences being delivered.
  • Explore emerging technologies and trends for institutional applicability. Provides leadership and guidance to appropriately invest in new technology for the business that is highly reliable, available, sustainable, and efficient.
  • Strives to reduce costs and improve services through new technologies, process optimizations, automations, creative sourcing, and other innovative methods.
  • Participates with other senior managers to establish strategic plans and objectives. Makes decisions on Information Systems matters and ensures achievement of objectives. Responsible for managing and directing a large department or campuswide, medical center or Office of the President program(s). Reviews and approves recommendations for operational planning and control. Erroneous decisions will have a serious impact on the overall success of department, division, or campus.

Team & Operations Management
  • Responsible for recruiting and retaining top talent to UCSF. Provide leadership and guidance to the team, foster an environment that encourages employee participation, teamwork, and communication
  • Manage resource allocation across teams to maximize business impact of resources and ensure each team has the skills and capabilities needed to achieve its objectives.
  • Develops a diverse and resilient team ensuring high levels of employee engagement, operations performance excellence, and succession planning.
  • Utilizes leadership skills, problem solving and decision-making skills to facilitate and encourage participation of team members to meet objectives in congruence with approved standards and guidelines.
  • Participate as a member of the senior leadership team in governance processes of the organization's application architecture for Digital and Web Solutions/Systems.
  • Develop technology roadmaps that enable advanced financial and technical planning both for new technologies and the refresh of existing technology base.
  • Develop policies and procedures for Software Development and SaaS solutions that enable adaptable and agile delivery of functionality to the enterprise.
  • Assess and communicate risks associated with technology-related investments and purchases.
  • Lead and grow a high-performing team of developers, UX designers, product managers, DevOps engineers, and accessibility specialists.
  • Oversee day-to-day operations of enterprise websites, portals, and digital applications, ensuring reliability, scalability, and performance.
  • Drive agile development practices and DevOps methodologies.

Technology Oversight
  • Direct the development and maintenance of web portals and CMS platforms, including Drupal, Adobe Experience Manager (AEM), and other open-source or cloud-based CMS.
  • Lead custom software and mobile app development initiatives using modern frameworks (e.g., React, Angular, Node.js, Python, .NET, Java).
  • Introduce and scale AI technologies for content personalization, chatbots, predictive analytics, NLP, etc.
  • Manage and lead Salesforce ecosystem

Stakeholder Engagement
  • Collaborate closely with business units, marketing, communications, and IT leadership to deliver digital capabilities that enhance user engagement and support organizational priorities.
  • Manage vendor relationships, contracts, and digital partnerships.
  • Collaborate with other UCs and UCOP for UC wide Digital and Web initiatives

Governance & Compliance
  • Ensure digital properties comply with security, privacy, and accessibility standards (e.g., WCAG, HIPAA, GDPR).
  • Establish governance models for content management, site administration, and data usage.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $164,300 - $399,100 (Annual Rate).

This role allows partial or full days of remote work. Job duties require intermittent physical presence at a UCSF or affiliate location for specific categories of activities. Onsite presence is expected to be approximately 3 days per week, but certain activities may require employee to be in the office for more extended periods.
  • Onsite activities may include, but are not limited to, executive meetings, collaboration meetings, customer meetings, team-building events, go-live readiness activities and support, 1:1 meetings, and team meetings.
  • A designated workspace will be assigned only in cases where the employee comes to the office at least 3 days/week or for other documented physical or ergonomic special requirements. Hoteling options will be provided when needed. Job duties may require presence at additional UCSF and affiliate locations. The home office will be located at Valley Center for Vision (490 Illinois Street) , San Francisco, CA 94158.
  • The employee will be responsible for commuting expenses. Expenses to a location other than the assigned primary office location may be reimbursable to the extent that they exceed the employee's standard commute and follow UCSF policy.
