Under general supervision of a Parks & Facilities Manager, the Parks Supervisor supervises, assigns, reviews and motivates full-time and part-time employees. These classifications require full supervisory responsibility for the day-to-day operation of each respective division. Positions perform a variety of skilled and specialized work in the maintenance and operation of District parks and facilitate and perform other work as required. The Parks Supervisor position is also responsible for the District's Tree Management Program, the Water Conservation Program, and the Landscape Maintenance Program.

Essential Duties and RESPONSIBILITIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Under general direction of the Parks & Facilities Manager:

  • Assists in the planning and coordination of maintenance operations.
  • Supervises full-time and part-time park maintenance workers.
  • Instructs, trains, and evaluates personnel in proper maintenance and repair procedures.
  • Provides feedback to full- and part-time park maintenance workers, initiates improvement plans as needed, performs various administrative tasks required of correcting performance, training or safety related issues.
  • Identifies and implements necessary training opportunities for full- and part-time park maintenance workers.
  • Evaluates and assists in annual reviews of full- and part-time park maintenance workers.
  • Responsible for the specialized needs of the District including, but not limited to landscape and facility maintenance and repairs.
  • Inspects work in progress and upon completion, and suggests improvements in work methods.
  • Determines need for and recommends changes in maintenance practices and alterations in facilities to increase efficiency of maintenance and operations.
  • Responsible for the routine inspection of District parks and execution of required maintenance.
  • Schedules and supervises planting, cultivating, pruning and spraying of trees, shrubs and landscaped areas.
  • Plans, evaluates and coordinates maintenance requests from the Parks & Facilities Manager, as well as other departments, ensuring facilities/events are set up.
  • Performs work in construction, maintenance and repair including but not limited to the following: electrical, mechanical, gas and water, plumbing, concrete and asphalt work, roofing, painting, carpentry, welding, new construction or remodeling, landscaping, pest control, lawn maintenance, and plant and tree care.
  • Assists in installing and maintaining irrigation systems.
  • Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
  • Answers questions and provides direction and information to the public regarding park ordinances, rules and regulations. Insures that order is maintained in District parks and facilities, and reports injuries, accidents, vandalism, area misuse, and other undesirable activities to the appropriate authority.
  • Basic knowledge of common pesticides used in the control of insects, diseases, weeds, and vertebrates found within the District and determines appropriate control measures.
  • Basic knowledge of landscape and facility maintenance equipment and tools.
  • Ability to schedule crews efficiently.
  • Working knowledge of tree trimming practices as applied to trees located within the District.
  • Prepares records and reports.
  • Operates and maintains all equipment required to perform work.
  • Assists with District events as needed which may require working off hours and weekends.
  • Performs other duties as assigned.

Supervisory Responsibilities:

This position supervises full- and part-time, temporary and volunteer staff of the Fair Oaks Recreation and Park District. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; addressing complaints and resolving problems.

Qualifications:

  • All applicants must be live scan fingerprinted and pass pre-employment background check, physical examination and drug screen.
  • Must be at least eighteen (18) years of age prior to appointment due to hazards of the job.
  • Must be able to work weekends, holidays and irregular hours based on District needs.
  • Required to wear District provided uniform, boots and safety equipment while working.

Education and/or Experience:

Three (3) years of experience in landscape and facility maintenance, operations, and repairs of which there is a minimum of two (2) years of supervisory experience over a major landscape and facility maintenance staff. Equivalent to graduation from college or university with a specialization in horticulture, park management, landscape construction, or landscape architecture. Additional supervisory experience may be substituted for required education. Current Certification as a Playground Safety Inspector, Arborist, Pesticide Applicator or Adviser is strongly preferred.

Possession of, or willingness and ability to obtain a valid California Department of Motor Vehicles driver's license within six (6) months of being hired or before driving equipment requiring this license. An acceptable driving record is required.

Knowledge of:

  • The principals, methods, and techniques of parks and facilities operations, maintenance and administration.
  • The principles and techniques of personnel management and public relations.
  • The methods, materials, tools, and equipment used in construction, maintenance and repair of parks and facilities.
  • Common pesticides and cultural practices used in the control of insects, diseases, weeds and vertebrates found within the District.
  • Basic playground equipment and inspection requirements.
  • The principles and techniques of supervision and training.
  • Safety principles and practices.
  • Fire prevention rules and regulations.
  • Methods of planning and scheduling time, labor and materials.
  • Budgeting processes.
  • Maintenance, use and care of park equipment, irrigation systems and landscaped areas, etc.
  • Gardening and horticulture work, including planting, pruning, cultivating, watering and natural resources conservation.
  • Basic Computer skills including but not limited to Microsoft Office, spreadsheets, and email.
