Project Development Lead

Location: Bay Area, CA

Type of Employment: Contract - 12 months

Role & Responsibilities:

· Lead feasibility assessments for potential electric transmission and substation projects, including technical, regulatory, and financial evaluations.

· Develop initial project schedules, capital budgets, and prioritization frameworks to support early-stage planning and decision-making.

· Work with diverse stakeholder groups including internal leadership, utility clients, regulatory agencies, and vendors to align project objectives and execution strategies.

· Prepare and deliver comprehensive project development packages that include scope documentation, risk profiles, preliminary design information, and cost estimates to facilitate smooth transition to execution teams.

· Lead the development and definition of high-impact project scopes, business objectives, and deliverables, ensuring alignment with organizational goals.

· Direct the preparation of comprehensive project development plans, incorporating timelines, capital budgets, risk frameworks, and performance indicators (KPIs).

· Provide proactive oversight of execution phases, making high-level decisions and real-time course corrections as needed.

· Serve as the senior point of contact for all stakeholder engagements, including internal leadership, regulatory agencies, utility clients, vendors, and community partners.

· Facilitate executive-level meetings, providing strategic updates on progress, risk mitigation, and change management.

· Ensure governance and reporting protocols are consistently upheld and tailored to each stakeholder group.

· Deliver expert guidance on utility infrastructure development, regulatory compliance, environmental stewardship, and technical feasibility.

· Lead negotiation, structuring, and management of complex contracts with vendors, consultants, and construction partners.

· Monitor and drive vendor performance, enforce contractual compliance, and manage escalated issue resolution.

· Establish risk management frameworks to identify, assess, and mitigate potential threats to project delivery.

· Ensure adherence to all environmental, safety, and regulatory requirements, promoting a culture of compliance and operational excellence.

· Maintain robust project documentation, including governance charters, earned value reports, issue logs, and stakeholder dashboards.

· Provide senior leadership with structured reporting on milestones, financials, variances, and lessons learned.

· Lead root-cause analysis and resolution of high-level project issues; implement continuous improvement initiatives and scalable best practices.

· Guide collaborative engagement across multi-disciplinary functions such as engineering, procurement, construction, finance, and legal.

· Foster a high-performance team environment grounded in transparency, accountability, and professional integrity.

Qualifications / Requirements:

· Minimum 7–10 years of progressive senior project management or project director experience in utility or energy project development, preferably within electric transmission or substation environments, with demonstrated leadership on complex, high-value projects.

· Bachelor's degree in Engineering, Project Management, or Construction Management (required).

· Advanced degree or MBA is an asset.

· PMP or equivalent certification preferred.

· Deep understanding of utility regulations, permitting, safety culture, and operational best practices.

· Expertise in utility infrastructure, engineering development processes, and interconnection requirements.

· Exceptional interpersonal and communication skills, with a track record of influencing senior stakeholders and facilitating executive decision-making.

· Ability to synthesize complex challenges, forecast project impacts, and devise actionable strategies.

· Proven ability to lead and integrate cross-functional project teams and navigate matrixed organizational structures.

· Proficiency in project management systems including Primavera P6, MS Project, SAP, and Microsoft Office Suite
