Role Summary:
The Director of Finance and Compliance [DFC] is a highly visible role supporting the CFO in implementing change management, risk assessment, systems improvements, revenue recognition, treasury management, and cash planning. The DFC directs all accounting activities, contract revenue, and fiscal compliance and payroll for the agency and its divisions - FQHC, TransThrive, CBA+Training, Advocacy and HIV Prevention + Health Education. The DFC collaborates with human resources, facilities and information technology (IT) to enhance and better integrate accounting, finance, HR, IT and business operations. The Director is an active and contributing member of the Leadership Team and has decision-making authority on business operations when the CFO is unavailable.

Essential Duties:Finance and business operations:
  • Reviews and validates all revenue recognition parameters, processes, and procedures are accurate, fair and reasonable
  • Reviews monthly contract billings, ensures accuracy, completeness, timely submission, and prompt collections
  • Analyzes over 60 days past outstanding from government grants, contracts, and patient accounts
  • Reviews patient service revenue trends, assumptions and eligibility documentation
  • Reviews weekly cash report and tracks and analyzes 12-month projections to actual
  • Reviews new budget, revisions or modifications, and renewals on grants and contracts prior to CFO approval and CEO's signature
  • Ensures that expenditures are consistently aligned with the terms and limitations of contractual obligations
  • Assists the CFO in the preparation of materials for meetings of the Finance Committees, Board of Directors, and the Leadership team.
  • Kicks-off and assists the CFO on annual operating budget process (Jan-Mar], setting financial objectives, financial outlooks and forecasts
  • Implements all financial plans and compares to actual results to identify, explain, and correct variances and deviations as appropriate
  • Collaborates with the program administration to assess the financial efficacy of program operations and establish accounting, fiscal, and administrative systems promoting fiscal sustainability and accountability
  • Manages and tracks the performance of invested assets and alerts the CEO and CFO of major swings or shifts in the portfolios
  • Serves as a key partner to IT operations, maintaining integrity and relevance of Epic, MIP and other parallel platforms
  • Leads business infrastructure projects agency-wide, implementing data, resources, and analytical function to optimize internal capacity and preparedness
  • Acts as system administrator on all online banking, funding portals and FAD Sharepoint library
  • Implements sound internal controls, continuous improvements of business practices, and streamlining of processes through advance technology and integration

Compliance and Reporting:

  • Performs internal audits on payroll, ensuring timely remittances and returns are filed and accurate

  • Reviews the Full-Time Equivalence (FTE) tracking sheet prepared by the payroll manager and contract compliance manager
  • Monitors agency-wide fiscal compliance calendar with timely reporting of close-outs ensuring contract revenues are optimized and fully earned.
  • Prepares carry-over requests, ensuring contracts are fully earned prior to close-outs
  • Prepares or certifies federal financial reports [FFR] timely and accurately to avoid disruptions in funding and cash planning
  • Assists the CFO in annual review of the fee structure and sliding fee discount program table for Board action at its March meeting. New fees are effective April 1.
  • Liaises with 340B third party administrators
  • Prepares annual Medicare cost report and DHCS annual PPS reconciliation
  • Prepares the financial tables on the annual federal [UDS], state [OSHPD-ALIRTS] and local government utilization and data compliance and reporting requirements
  • Prepares and submits noncompeting continuing annual budget period review [NCC-BPR] and the service area competition [SAC] budget every 3 years
  • Directs and supervises all audits - federal, state, city financial - fiscal desk reviews and HRSA operational site visits [OSV]
  • Reviews third-party contracts and agreements with CFO and legal counsels for CEO signature
  • Prepares business associate agreement [BAA] to ensure protected health information at all times
  • Reviews policies and procedures, recommends modifications and revisions ensuring relevance and effectiveness of processes and procedures
  • Acts on behalf of the CFO, as the designated custodian or broker of business records and implements records retention and destruction policies

Team leadership and collaboration:
  • Leverages strengths of the Finance and Accountability Department by clarifying roles, responsibilities, and training opportunities
  • Strengthens internal communications with staff at all levels through open communication, daily huddles, weekly check-ins, and monthly meetings, promoting in person-attendance
  • Participates and attends meetings and SFCHC sponsored events and community engagements
  • Documents processes and continuous learning and development of the FAD team
  • Fosters a collaborative and professional work environment and promotes cross functionality


Minimum Qualifications:
  • Bachelors degree in Accounting, Finance, or related field
  • Expert knowledge of financial systems and integrations, preferably electronic health record and payroll systems
  • At least 5 years supervisory experience managing a diverse team of 3-5 or 5-7 years in community-based nonprofit environment with 3-5 years progressive role in Finance and Administration.
  • Expertise in building data, analytics practices, matrices and dashboards
  • Ability to provide effective and empathetic leadership within the Finance and Accountability Department and agency-wide
  • Proven and relevant knowledge in government audit standards, cost principles, joint cost allocation methodologies, and the generally accepted accounting principles.
  • Proficiency in digital or web-based finance modeling, fund accounting platform, and a mastery of MS office suites is required.
  • Strong collaborative management abilities, client-focused orientation, exemplary work ethic and ability to work effectively across departments and build strategic relationships with individuals, groups and organizations
  • Strong emotional intelligence and excellence mind-set
  • Excellent oral and written communications skills
  • Ability to complete projects on time and thrive under pressure.
  • Ability to adapt to frequently shifting priorities and solve problems quickly.
  • Must obtain TB clearance (within past 12 months) and complete background check upon hire.
  • Current with vaccinations including latest Covid-19 vaccine and seasonal flu, and able to provide proof.


Preferred Qualifications:
  • CPA/CMA is a plus
  • Experience working in a diverse organization that serves marginalized and vulnerable communities
