Lawrence Berkeley National Laboratory (LBNL) is seeking an experienced science and engineering project management professional for the position of Project Management Office Deputy for Science. This position reports to and partners with the Laboratory Project Management Officer (LPMO) to ensure that the LBNL Project Management Office (PMO) meets its mission of providing effective assurance and assistance to the portfolio of mission-critical projects at LBNL. The guiding principle of the PMO is that LBNL projects will accomplish their scope on schedule and within budget, while being conducted in a manner that ensures needed quality, personnel safety, site security, and environmental stewardship. The ultimate goal is to ensure LBNL projects meet this standard and continuously improve project management, execution, and performance at Berkeley Lab.

The PMO Deputy for Science is essential in LBNL's ability to effectively execute its mission by providing assurance to LBNL Senior Executive Leadership that projects are being managed to the highest standards as well as providing assistance directly to the projects by partnering with the LBNL Science and Operations Areas in a variety of impactful ways. For example, the PMO Deputy for Science will: ensure the existence and utilization of appropriate project management frameworks, tools, processes, and templates through all phases of the project lifecycle; facilitate the PMO assurance and oversight mechanisms to ensure projects are being executed to the highest standards; develop and deliver policies, procedures, guidance documents, templates, and training; and chair, facilitate, and contribute to internal and external project peer reviews, vettings, and workshops.

What You Will Do

• Project Management Culture
  • Ensure successful delivery of LBNL projects by providing technical guidance and assistance for the portfolio of mission-critical projects under the purview of the LBNL PMO.
  • Facilitate and enable a culture of accountability, transparency, and continuous improvement in project management at LBNL.
• Assurance
  • Lead and facilitate the PMO assurance mechanisms responsible for ensuring effective project management of mission-critical science and engineering projects (e.g., Project Management Advisory Board, Director's Reviews).
  • Conduct quantitative analysis of project cost, schedule, and performance metrics to identify trends, assess risks, and support data-driven decision-making and corrective actions.
  • Ensure the identification of cross-cutting issues with the potential to impact multiple LBNL projects.
  • Organize and facilitate multidisciplinary task forces and working groups with Science and Operations Areas to address issues and mitigate risks to LBNL projects.
  • Contribute to the development and maintenance of the LBNL Earned Value Management System (EVMS) and organize, facilitate, and support the annual EVMS Surveillance review.
• Assistance
  • Develop institutional policy, procedures, guidance, frameworks, methodologies, tools, and training materials to improve project management at LBNL.
  • Collaborate closely with project leaders, offering hands-on assistance to strengthen project planning, performance, and execution.
  • Act as an advisor, collaborator, and/or mentor to both Science and Operations project stakeholders.
  • Participate in independent project reviews for projects at other Department of Energy (DOE) sites.
• Stakeholder Engagement & Partnership
  • Serve as an expert resource for professional development, problem articulation, and resolution, systems development, and the conduct of projects of all sizes, types, and complexities.
  • Help ensure quality preparation and execution of projects by assisting scientific and operations divisions to strengthen their capability to organize and execute projects.
  • Serve as an interface between projects and Operations Area stakeholders.
  • Advance the stewardship of people, research, and resources at LBNL.
    

What Is Required

• Bachelor's and/or Master's degree with at least 15 years of demonstrated project management experience, including with large, complex science and/or engineering projects with significant performance risk.
• Proven ability to give direction, clearly communicate at all levels in an organization, and lead groups to productive outcomes.
• Demonstrated record of project assurance and oversight, including improving project performance according to scope, schedule, and budget.
• Working knowledge and application of the major project management process groups and knowledge areas with the ability to tailor to specific project needs (for example, earned value management, risk management, scope, schedule and budget management, and stakeholder management).
• Demonstrated ability to make independent decisions and lead support staff in defining overall objectives and the implementation of the necessary controls and monitoring to realize these objectives.
• Experience in evaluating and representing project status, reporting, controls, and execution status to management or independent evaluation or review boards.
• Capable of effective leadership in a collaborative environment, including the ability to serve as a chair of a committee or task force regarding project management in a scientific environment.
• Demonstrated ability to lead by influence recognizing the PMO does not have the authority over project execution or project management staff.
• Serve as a role model in establishing a workplace environment, which is inclusive, respectful, nurturing, and rewarding for all employees.

Desired Qualifications

• Knowledge of DOE and Federal project management orders, policies, guidelines, and budget requirements, including DOE Order 413.3B and Earned Value Management System (EVMS) techniques.
• Demonstrated experience leading and/or advising science and engineering projects in DOE national laboratories (or comparable government systems).
• Experience in drafting policy, procedure, and/or guidance documents.
• Experience in drafting training curricula and providing training to staff.
• Training and experience in computerized project scheduling, budgeting, and tracking tools.
• Certified Project Management Professional (PMP).
• Engineering or science background.

Notes

• This is a full-time career appointment, exempt (monthly paid) from overtime pay.
• This position is expected to pay $190,000 to $270,000 annually; salary will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, certifications, as well as aligned with the internal peer group. It is not typical for an individual to be offered a salary at or near the top of the range for a position.

• This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab. Work schedules are dependent on business needs.
