Entertainment Commission

The San Francisco Entertainment Commission regulates, promotes, and enhances entertainment and nightlife in the City and County of San Francisco. The seven-member commission has the authority to accept, review and gather information to conduct hearings for entertainment-related permit applications. The City is becoming more populated, and as density increases, so does sensitivity to the impacts of entertainment. The Entertainment Commission works with venues, festivals and events, and the community to mitigate those impacts through mediation, enforcement, and outreach.

Under supervision, the 1840 Junior Sound Inspector works part-time, 20 hours per week (evenings and weekends) alongside one other part-time Sound Inspector and a full-time Senior Inspector who works both in the office and the field supporting the junior team members.

The essential duties and responsibilities of the position include but are not limited to:

• Support the Entertainment Commission's field operations to ensure timely response to 3-1-1 complaints and requests for service regarding permitted venues and events on nights and weekends. The role will also respond to SFPD notices of complaints, and assist at the scene if requested.
• Investigate complaints and incidents related to potential violations; interpret, apply, and educate businesses and the general public as it relates to Entertainment permit conditions.
• Thoroughly and accurately document all education and recommendations provided to businesses into a typed investigation report; provide educational materials including but not limited to Entertainment permit conditions, and the Entertainment Commission's Good Neighbor Policy.
• Communicate with all stakeholders including but not limited to other City Departments and the general public on complaints, incidents, and associated responses; acting as a liaison with other divisions to resolve issues; maintaining effective working relationships; dealing tactfully and effectively with the general public.
• Under direct supervision, maintain administrative reporting, record keeping, and communication for enforcement division including but not limited to tracking and responding to complainants, writing and issuing notices of violation, citations, and making recommendations for permit condition changes, suspensions, and revocations; prepare written and verbal reports to the Director and Deputy Director, as well as the Entertainment Commission; and maintain effective communication with permit holders, other city agencies, and the general public regarding enforcement actions and complaint response, mitigation, and tracking.
• Serves as an educator and mediator among other city agencies, permit holders, permit applicants, and the general public. Acts as a liaison with other agencies to resolve issues related to entertainment that require greater coordination and communication. This includes working with Police, Fire, Health, Planning, and Department of Building Inspection to resolve issues.
• Support the development of enforcement division policies and procedures including the development and maintenance of an enforcement division training and field work manual, and research and make recommendation to the Director regarding potential amendments to Municipal Police Code in order to improve the City's sound ordinance.
• Perform additional projects and duties as assigned.

How to qualify

EDUCATION:
Possession of a baccalaureate degree from an accredited college or university.

SUBSTITUTION: Qualifying experience performing professional-level administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, or contract/grant administration may substitute for the required education on a year-for-year basis. One (1) year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists in the selection process when candidates are referred for hiring.

• Valid CA Driver's License in order to be eligible to drive a City vehicle for required field work.
• Ability to write detailed investigation reports and communicate professionally both written and verbally.
• Experience using a smart phone and applications.
• Experience in Microsoft Office, Outlook, and Google Drive applications.
• Background or strong interest in entertainment and the arts in San Francisco; knowledge of San Francisco music venues, nightclubs, bars, restaurants, and outdoor festivals.
• Previous experience in or understanding of sound technology.

• Exercise good judgment in evaluating information and documentation. Ask pertinent questions to elicit necessary information.
• Comply with confidentiality rules.
• Utilize job-related databases.

• Speak clearly, concisely, and effectively in order to provide clear instructions, answer questions, respond to concerns, and communicate work-related information to staff, permit holders, members of the public, and representatives of other agencies.
