Training Officer

Description:

As the City of Berkeley's Training Officer, you will create the learning and development infrastructure by establishing new programs and tailoring training offerings to meet the needs of staff across all City departments including health professions, office support, engineers, trades, and more.


In this professional management level position, you'll plan and coordinate a wide variety of training and related activities within budgetary and policy guidelines. You'll work to develop and implement learning plans and career ladders, coordinate the delivery of training courses with internal and external stakeholders, and oversee support staff. In partnership with managers and leadership, you'll develop an understanding of each department's unique functions and configure programs and our learning management system, NEOGOV Learn, accordingly.


You will also be responsible for developing marketing materials to promote learning and development opportunities and developing and delivering a new hire training program to complement the existing new employee orientation activities.


A typical way of gaining the knowledge, skills, and abilities for this position is: Equivalent to graduation from a four year college with major course work in business or public administration, industrial relations, education, or closely related field and four years of experience in developing and implementing training and employee development programs in a business or industrial setting. Experience in a public agency is desirable. Additional professional-level experience as outlined above may be substituted for the college education on a year-for-year basis.


Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

The exam process will include, but may not be limited to:

  1. Application review for minimum qualifications
  2. Oral Board Presentation and Interview (tentatively scheduled for the week of March 24, 2025)

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that the hiring department will use to conduct final selection interviews, tentatively scheduled for mid-April, 2025.
