Job Description and Duties:

The Division of Petroleum Market Oversight (DPMO) is a new independent division of the California Energy Commission (CEC). DPMO is offering a summer clerkship for 1L and 2L law students. This clerkship will encompass investigative work, case development and legal research.


The investigative work will involve evidence review, investigation design and case management for complex antitrust and commodities manipulation investigations concerning the California petroleum fuels market. Additionally, it may include involvement in preparing for and assisting with investigative interviews. Knowledge of antitrust law, accounting, finance, and/or white-collar investigations is desirable but not required. Knowledge of the petroleum industry is also highly valuable although, but not required.


The legal research work will be focused on the implementation of California's new gasoline-related statutes, namely Senate Bill X1-2 (Stats. 2023, 1st Ex. Sess. 2023), and Assembly Bill X2-1 (Stats. 2024, 2nd Ex. Sess. 2024), each of which amended certain sections of chapter 4 of Division 15 of the Public Resources Code. It may include researching and drafting proposed regulations and updates under these code sections.


This is a hybrid position. Remote work is allowed based on geographic location, with a preference for candidates who have the flexibility to be occasionally be in person at the CEC Headquarters in Sacramento.


Desirable Qualifications:

Knowledge: Knowledge of legal research methods and performing research is required. Knowledge of or familiarity with antitrust law, accounting, finance, and/or white-collar investigations is desirable but not required. Knowledge of or familiarity with the petroleum industry is also desirable but not required.


Ability to: Research; analyze, appraise, and apply legal principles, facts, and precedents to legal problems; prepare and present statements of fact, law, and argument clearly and logically in written and oral form.
